The Public Policy Associate (Health Systems, Equity, & Communities) will serve as a member of the Research and Analytics team and assist in developing, planning, and executing a strategy to inform smart, prevention- and promotion-focused solutions impacting veteran and military family health and well-being. This effort will involve public health policy research, analysis, and regular engagement with policymakers and relevant stakeholders. Specific focus for this role will be federal policy connected to addressing veterans’ health related social needs and disparities (i.e., social determinants of health), barriers to social and primary care integration, and standards of practice and data sharing within community-based organizations to promote greater health equity, access, and improved health outcomes. This position will report to the Director of Evaluation and Capacity Building.

This position is anticipated to be filled on a fully remote basis if the candidate is identified outside of the Syracuse/ CNY area. Not all geographical areas within the United States are eligible. Qualifications
  • Two (2) plus years of progressive work experience.
  • B.S/B.A. in public health, science, public policy or related field.
  • Master’s degree in public health, health management, or health sciences with background knowledge of health systems management and Centers for Medicare and Medicaid Services policy preferred.

Job Specific Qualifications
  • Preference given to those who have worked with veteran, military, and/or family stakeholders, universities or think-tanks, and with familiarity with government programs and services for veterans, families, and related civilian human services programs.
  • Superior critical thinking and written and oral communication skills required with particular emphasis on presentation skills.
  • Proficiency in MS Office Professional required.
  • Ability to implement applied research and program evaluation activities in various contexts and media.
  • Analytical reasoning, interprets and evaluates complex information, while identifying patterns and essential issues.
  • Proficiency with graphic design, survey, quantitative and qualitative analysis software preferred, but not required.
  • Team development and facilitation techniques applied to improvement or project teams to achieve their highest potential.

Responsibilities
  • Advise and contribute subject matter expertise where applicable to active projects and initiatives, including regional/statewide landscape assessments, navigation network and care coordination implementation, and other technical assistance efforts.
  • Coordinates closely with and through IVMF senior leadership, Senior Manager for Public Policy, and SU Office of Government and Community Relations to engage with, cultivate, and maintain positive relationships with federal and state legislative and executive branch officials and staff.
  • Other duties as assigned.
  • Support IVMF Community-Based Services Initiatives.
  • Represent IVMF and Syracuse University at policy and stakeholder-related events and conferences.
  • Prepare written products, policy briefs, testimonies, and related work products in support of IVMF policy engagement priorities.
  • Supports IVMF strategy to strengthen relationships with federal and state elected officials and government agencies serving veterans and military families, especially in health related issues.
  • Support IVMF Research, Evaluation, and Policy Analysis.
  • Monitors legislative developments and executive actions at both the federal and state level impacting veteran and military family health and well-being.
  • Support translation of academic research, implementation studies, and policy analysis into practical recommendation for policymakers. Develop prescriptive guidance and communicate recommendations to IVMF partners and national stakeholders via multiple formats (e.g., policy briefs, op-eds, blogs, etc.).
  • Develop new project ideas, engagement strategies, and programmatic interventions positioned to advance human and social service navigation, social determinants of health, health and social care integration, navigation and care coordination technology, wellness, and related veteran and military family policy (federal, state, and local).
  • Conduct policy-related background research, data collection, and analysis.
  • Represent IVMF at Events and Conferences.
  • Provide support to related IVMF studies, evaluations, or engagements involving data collection, analysis, publication, dissemination, and professional presentation.
  • Support IVMF Public Policy Strategy & Execution.
