Job Description


The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022, to form one agency, the Iowa Department of Health and Human Services (HHS). We are seeking a Public Health Infrastructure Grant Program Coordinator (Executive Officer 2).


We are seeking a highly motivated and detail oriented Public Health Infrastructure Grant Project Coordinator. This is a fast-paced role, responsible for coordinating the Public Health Infrastructure Grant from the Centers for Disease Control which includes a budget of approximately $30 million.


This position is a key member of the Iowa Department of Health and Human Services' (HHS) Division of Strategic Operations. With a nearly $8 billion budget, HHS serves all Iowans through public health work, and directly provides services to nearly a third of all lowans. This includes child welfare, Medicaid, SNAP, WIC, Behavioral Health and Disability Services, child support, and much more.


To be successful in this role requires an ability to partner closely with staff and leadership to coordinate all aspects of the program with HHS leadership, staff and key public health partners. Innovative thinking and project planning skills are critical in this role.


Duties Include


  • Making oral presentations to HHS leadership regarding annual PHIG activities, outcomes, and successes.
  • Preparing supporting justification for equipment, budget, and staffing to meet goals and annual objectives, and improve performance.
  • Developing work plans, to include goals, objectives, and strategies, to meet the intended use of federal grant funding and support state and local public health needs.
  • Serving as the liaison between the CDC, HHS Fiscal and the grant project team to assure budget compliance for all programs and collaborate for submission of required grant application information, grant application forms and federal finance reporting.
  • Collaborating with the grant project evaluator to monitor and evaluate the grant activities. Reviews relevant performance data to measure goal achievement and identify areas needing improvement; reports findings to management.
  • Providing guidance to HHS leadership and coordinates with staff to report on bi-annual grant activities, outcomes, and successes to local, state, and federal partners. Develops and maintains the grant budgets and files including preparation of required federal reports.

Minimum Qualification Requirements


Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:


  • A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
  • All of the following (a, b, and c):
  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations , or management.
  • A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • Two years of full-time professional-level work experience in program administration, program development, program operations , or management; and
  • A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
