Description

Purpose:This position will provide consultation and contract monitoring, per Tennessee Department of Health (TDH) requirements, to local Parents As Teachers (PAT) evidence-based home visiting programs funded through the Department. This position will help to ensure contract expectations are met through the provision of high-quality evidence-based home visiting services to first time parents and their infants. This position will also act as a support for programs to assist with program implementation as it pertains to contract requirements. PAT Evidence-Based Home Visiting Model Consultant will work with TDH serving as an integral member of the state team, with regard to specific prevention-focused home visiting models for pregnant women and families with young children.

Duties and Responsibilities:

·Provide consultation and technical assistance to local grantees implementing home visiting programs in their communities.

·Establish contract language for local implementing programs.

·Conduct site visits to provide sub-recipient monitoring and Quality Assessment monitoring to local Parents As Teachers (PAT) home visiting programs funded through TDH to ensure state contract expectations are met.

·Work collaboratively with TDH program analyst to ensure appropriate sub-recipient monitoring of LIA.

·Prepare and utilize all sub-recipient monitoring documents, with program analyst as appropriate, to complete required sub-recipient monitoring activities.

·Work with TDH program staff to analyze and develop procedures to integrate PAT into the broader Early Childhood and Home Visiting Systems.

·Collaborate with key TDH staff including Epidemiologist and CQI Director to evaluate program measures, monitor the effectiveness of interventions, and support Continuous Quality Improvement efforts.

·Participate in grant development/writing as needed, conference planning, and other TDH activities as identified by the manager.

·Participate on national and state advisories as requested or invited.

·Contribute to the overall planning and implementation of the state’s Evidence-Based Home Visiting Programs.

·Maintain a positive, credible, professional, and interpersonal relationship with all state and local partners and represent the best interest of TDH at all times.

·Participate in Implementation Plan Review meetings as part of grantee monitoring.

·Participate in unit, division, bureau, and department level activities that support personal development and growth in knowledge on health inequities, and health disparities.

·Understand current unit, division, and department activities to reduce health disparities and increase overall diversity in the workforce.

·Support inclusion of representative parent voice as an equity strategy in all state and local grantee activities.

·Take annual training on health equity topics.

·Develop policies and procedures for grantees to support health equity practices including annual health equity work plan objectives in alignment with other TDH staff.

·Contribute to the development of TDH policies and procedures that support health equity practices.

Qualifications/Requirements:

Education:Bachelor’s degree in early childhood,home visiting or family support fields.Masters preferred.

Experience:

·Professional experience in maternal and/or child health, with at least two years of prevention-focused home visiting, preferred.

·Experience providing leadership to other professionals via consultation, training, supervision, or administration is preferred.

Desired Skills and Characteristics:

Experience with program monitoring and consultation; knowledge of program planning, development, implementation, and evaluation; techniques of individual and group collaboration; knowledge of prevention-focused home visiting programs for pregnant people and families with young children; ability to provide leadership to other home visiting professionals; ability to gather feedback from stakeholders and identify training needs; support access to training, and plan and conduct meetings.

Work Environment and Physical Requirements:Hybrid work environment. Remote work is standard. Attendance at in-person Department meetings may be required. Requires travel to designated communities across Tennessee. Valid vehicle operator’s license needed. May be required to travel to national meetings relevant to the implementation of the project and/or state sponsored activities supporting the project.

IMPACT ON PROJECTS, SERVICES AND OPERATIONS

This position will have a direct impact on the implementation of the evidence-based home visiting program, Parents As Teachers, ultimately improving outcomes for families with high-risk. This position will work as part of the TDH team to support building the statewide home visiting system.
