Description
The UCSD Health Altman Clinical and Translational Research Institute (ACTRI) was established to provide education, training and infrastructure for clinical research in the San Diego Region. ACTRI’s mission is to create an environment that advances health care through interactions between basic scientists, clinical investigators, community physicians, and patients. ACTRI collaborates with regional hospital systems, universities and biomedical research organizations.
The UC San Diego Center for Community Health (CCH) within the Altman Clinical and Translation Institute (ACTRI) has a mission to improve community health outcomes and eliminate health inequities via interdisciplinary public health practice, research, education, and policy. CCH goals include:* Supporting the development of a sustainable health equity improvement model* Increasing support for health equity research and initiatives* Facilitating health equity data access and utilization to inform community-based participatory research* Enhancing community capacity to improve health equity
The Public Health Advocacy Project Manager (PM) is a highly experienced hands-on and collaborative leader who can facilitate and direct activities related to evaluation and advocacy within complex projects among diverse stakeholders such as health providers, researchers and community leaders and organizations. The incumbent will support various community-based policy, programming, and research initiatives across topics including food insecurity, healthy food access, chronic disease, obesity prevention, and structural racism. This will include the new Centering Community Voice in Collective Action to Address Structural Racism and Promote Health Equity program funded through the U.S. Department of Health and Human Services Office of Minority Health to address factors contributing to structural racism in public health.
This program aims to fundamentally shift power and decision-making authority within multi-sector partnerships to center and include multi-ethnic, multi-racial community members and residents as co-leaders and decision makers in the implementation of policy and practice changes that address structural racism and health disparities, leading to systemic changes that foster racial and health equity for San Diego County residents. A Community Council group will be formed bringing together multi-racial, multi-ethnic residents from across the County to inform local programs, policies, and advocacy efforts in alignment with community needs and priorities.
Under direction of the SD County Obesity Initiative Director, the Public Health Advocacy Project Manager will be primarily responsible for management, administrative, programmatic, evaluation, and fiscal operations for assigned programs in alignment with program goals and objectives. Activities include leading data collection, monitoring, evaluation, and reporting according with program requirements; leading community assessment and policy scan processes including compilation and review of available community data and gap analyses; co-leading community-informed policy agenda development; co-leading policy/advocacy activities including development and dissemination of policy briefs, press releases, presentations and other communications in collaboration with community representatives and partners. In addition, the Public Health Advocacy Project Manager will work closely with other staff members in establishing and overseeing sub-contract agreements; ensuring effective engagement with program sub-contracts, partners, and other key stakeholders; and support project team meeting facilitation and coordination. Other key activities for the overall initiative that other members of the team will complete include: facilitating formation of the expanded multi-racial, multi-ethnic Community Council including compensation-based model; facilitating and coordinating training and capacity building activities in collaboration with project partners.
Uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies and procedures; researches, analyzes and develops solutions to a wide range of issues. Demonstrates good judgment in selecting methods and techniques for obtaining solutions. Primarily deals with policies, programs and proposals which are complex in nature and diverse in scope. Develops new programs, policies or procedures for possibleimplementation.
Minimum Qualifications

• Strong policy analysis techniques. Experience leading policy review, policy agenda development and policy/advocacy activities.
• Strong leadership skills; able to work with a variety of system leaders to build consensus around strategy and tactics to achieve mutually beneficial goals.
• Excellent skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals / analyses. Experience in monitoring and evaluation, including data collection, tracking, compilation, analysis, and reporting/presentations.
• Knowledge of and experience with community engagement and social programming preferred.
• Strong communication and interpersonal skills to communicate effectively, both verbally and in writing. Excellent verbal and written communication skills with the ability to translate complex findings to non-technical audiences.
• Demonstrated experience leading large-scale initiatives involving multiple sectors such as community-based organizations, health care providers, businesses, media, and elected officials.
• Broad understanding of local, state and federal health policy issues, with ability to work in multiple areas serving as a subject matter expert.
• Ability to work collaboratively with internal and external peers and managers. Prior experience leading and motivating units, leaders and staff to achieve objectives with the ability to plan and organize projects involving multiple steps and participants.
• Knowledge of administrative, budgetary, human resources and financial principles and practices. Experiences with resource allocation, fiscal, personnel, and management of grants/gifts and contracts.
• Analytical / problem-solving skills. Strong project management, and problem-solving skills, and the ability and desire to move projects from concept to implementation. Proven record working with new and innovative programs, and demonstrated skill in motivating, guiding, and engaging people in policy change.
• Ability to design and conduct rigorous evaluation and community assessments with low-income communities to gain insight into best ways to effectively promote nutrition, physical activity and food security.
• Seven (7) years of related experience, education/training, OR an Bachelor’s degree in related area plus three (3) years of related experience/training.
• Three (3+) or more years of health policy and advocacy industry experience in public health settings, research, evaluation, and/or policy expertise, including solid data, analytic, and quantitative skills.
• Knowledge of common organization- or research-specific and other computer application programs. Advanced knowledge of common computer applications such as Microsoft and Google Suites.
• Commitment to advancing health equity and addressing health disparities, racial justice, and disproportionality.
• Professional research or analytical experience (working with the private and public sector implementing health initiatives and expertise in physical activity).

Preferred Qualifications

• Advanced degree in health services research, public health, policy, or related field. Academic background and experience in community engagement, health equity and health disparities.
• Ability to speak, read, and write in English and Spanish.

Pay Transparency Act
Annual Full Pay Range: $53,600 - $111,600 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $25.67 - $53.45
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
