POSITION DUTIES

To provide contractual oversight of the SUDTS RFP/Contracts under the management of DPSCS. Oversight will be performed by regular audits of clinical records and treatment activities of the contractors providing these services. Also will act as liaison between the contractors and DPSCS staff (institution management, case management, custody and Clinical Services). These duties will be focused on the achievement of DPSCS performance objectives pertaining to these contracts.
Monitor the SUDTS contractors to ensure that they are in compliance with all provisions of the contract and make recommendations for liquidated damages; modification; approval of invoices, etc., to the Director of Substance Use disorder treatment services(SUDTS)
Audit clinical records, treatment activities and ensure that the programs and contractors meet all applicable COMAR standards appropriate to their level of care. Audit performance to ensure inter assessor reliability and that they are making appropriate decisions regarding placement of inmates into the appropriate level of substance abuse treatment.
Monitor to ensure quality assurance of treatment provided, contractual obligations are being met, problem solve and liaison with DOC and pretrial facilities/regions.
Completion of monthly statistics on SUD assessments and treatment activities performed by the contractors in a timely and efficient manner and assist the Directory of SUDTS in analysis of the statistical information.
Provide training to the contractor personnel in the administration of assessment tools, clinical documentation and when appropriate DPSCS directives and the SUDTS manuals.
Monitor to ensure that assessments and treatment information is communicated effectively across departmental institutions.
Manage the ACT-SAP grant from BHSB.
Work with the Commissioner’s office, Pre-trail Fiscal Officer, Director and Deputy Director, Regional Supervisor, ACT-SAP Lead Counselor, and ACT-SAP line staff to complete the grant and budget application to BHSB.
Work with the Commissioner’s office, Pre-trail Fiscal Officer, Director and Deputy Director, Regional Supervisor, ACT-SAP Lead Counselor, and ACT-SAP line staff to manage funding and supply request and grant needs through the year.
Complete Quarterly and Annual reports for ACT-SAP to BHSB through the CMS portal.
Participate in the Annual Accountability Audit.
Assist the Director of SUDTS in the implementation of substance use disorder services that comply with the department’s strategy for providing services.
Conduct meetings to review and recommend changes in procedures for substance use disorder assessments and counseling interventions.
Participation in continued professional development through educational training.

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors or Certified Professional Counselors-Alcohol and Drug on or before September 30, 2008.

Experience: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors or Certified Professional Counselors-Alcohol and Drug on or before September 30, 2008.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.07, candidates placed in this classification must be licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Alcohol and Drug Counselor or as a Certified Professional Counselor-Alcohol and Drug on or before September 30, 2008.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Candidates placed in this classification must possess graded courses in an identified specialty area as defined by the Alcohol and Drug Abuse Administration (ADAA), Maryland State Department of Health. This training must be approved by ADAA. 2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
