Job Description
The Vice President for Finance and Administration department is seeking a Project Manager. This is a full-time (1.0 FTE),12-month, professional faculty position.
Oregon State University is actively engaged in several strategic initiatives, including projects that support business process, information technology and teaching/research activities. As a member of the Project Manager Pool reporting to the DFA PPMO Director, the Project Manager (PM) works within the Project Portfolio Management Office’s (PPMO) guidance to plan, implement, and monitor complex, enterprise-wide projects and initiatives for OSU. The expected duration of the position will vary depending on the project(s) assigned. The PM leads development and implementation of complex projects to solve problems that may have wide impact, requiring high levels of functional integration and involving multiple disciplines to be managed. The PM may manage numerous IT, business and research/teaching projects simultaneously with an emphasis on IT project management. The PM is responsible for designing, planning, implementing, managing, and measuring / tracking success for one or more strategic, complex projects often involving multiple functions, and/or information technologies that serve to enable a variety of business strategies and goals, which can span across the entire University or major portions of it. The strategies and implementations of each project will adhere to PPMO standards and processes.
The PM provides consultation to units, departments, schools, colleges, key business stakeholders, and external vendors. Under the DFA PPMO, this position leads and engages in all aspects of project management including: initiation, planning (phase design, risk analysis), execution (implementation, communication, change mgmt., vendor mgmt., risk mgmt.), monitoring and control (budget, scope, timeline, analytics, reporting), and closure (after-action review). advice and consultation to units, departments, schools, colleges, key business stakeholders and external vendors.
The PM will be responsible for successful delivery of one or more large-scale, highly complex projects in support of the OSU Strategic Plan 4.0 and the OSU IT Strategic Plan, ensuring use of standardized project management methodologies, processes and tools. Working closely with business analysts, the incumbent will have a working knowledge of business, information technology, and academic functions consisting of an understanding of data, business processes, applications, networks, systems and infrastructure, and will leverage this knowledge to effectively support various projects within the scope of business, IT and research/teaching projects within the university. The PM is expected to deliver within approved budgets and schedules while maintaining the highest quality standards.
The IT PM will be expected to plan, execute, and finalize projects according to strict IT PMO processes, deadlines, and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The DFA PPMO will also define a project’s objectives and oversee quality control throughout its lifecycle.

Position Duties
Project Management (65%)
  • Resolve issues involving technical and resource constraints, including adjusting production schedules and identifying alternative solutions. Manage and negotiate project change-orders and modifications.
  • Complete post implementation reviews, documenting process strengths and limitations and create a recommendations report in order to identify successful and unsuccessful project elements.
  • Provide project leadership, management, and coordination of assigned projects with an emphasis on IT project management.
  • Define project success criteria and disseminate them to involved parties throughout project life cycle.
  • Tailor appropriate strategies and communication plans. Utilize resources as needed in order to ensure appropriate resolution.
  • Develop project plans specifying goals, strategy, scheduling identification of risk, contingency plans and allotment of resources for each phase of the project.
  • In full collaboration with PPMO, estimate the resources and participants needed to achieve project goals. Draft and submit budget proposals and recommend subsequent budget changes where necessary. Where required, negotiate with other department managers for the acquisition of required personnel from within the university. Determine and assess need for additional staff or consultants and make the appropriate recruitments if necessary, during project cycle.
  • Define and monitor project objectives, scope, and progress against plan by developing complex project structure, preparing detailed project plans and documentation, implementing project management methodologies, building project management infrastructure, and documenting project requirements. Works with Business Analysts (BA) to identify and analyze requirements needed for projects. Research IT requirements pertaining to specific projects or phases of a project.
  • In accordance to PPMO standard operational procedures (SOP), prepare project status reports and keep management, stakeholders, and others informed of project status and related issues. Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion.
  • Develop and manage the work breakdown structure (WBS) of assigned projects.
  • Plan, develop, coordinate, administer, and execute projects, including proposals, plans, timetables, communication, and resource allocation.
  • Identify and schedule project deliverables, milestones, and required tasks.
  • Identify and manage project dependencies and critical path
  • Identify standards or requirements for change management.
  • Manage the assessment and documentation of functional and technical requirements, including facilitation with third-party vendors during procurement stages
  • Plan and schedule project timelines and milestones using appropriate tools.
  • Manage project budget, including tracking, monitoring, and reporting expenditures.
  • Liaise with project stakeholders on an ongoing basis. Set and continually manage project expectations with team members and other stakeholders.

Internal/External Leadership (30%)
  • Build, develop, and grow any business relationships vital to the success of the project.
  • Follow up with vendors and project teams to ensure parties are held accountable and on track for completion.
  • Establish and maintain collaborations and partnerships with internal and external stakeholders, including OSU partners, vendors, and professional organizations, to help build and leverage expertise and resources.
  • Collaborate with OSU stakeholders to identify and resolve challenges and issues that arise during project management.
  • Foster positive relationships, both internally and externally to the University, while managing complex project phases within firm schedules.
  • Direct and manage activities of project team to ensure project progress is on schedule and within prescribed budget. Follow-up with project team to ensure quality of deliverables are adequate for project scope.
  • Consult with and make recommendations to the PPMO and governance committees from IT, Research and Finance and Administration as needed.
  • Formulate and define scope and objectives of project for project team members.
  • In accordance with PPMO Standard Operations Procedures (SOP), obtain acceptance testing and project signoff of completion.

Other Duties as Assigned (5%)
  • Participate in departmental processes and initiatives, including Change Management, Incident Management, etc.
  • Participate in appropriate activities that enhance general knowledge of, or ability to do, assigned work.

Minimum/Required Qualifications
  • Ability to earn Project Management Professional (PMP) certification from Project Management Institute (PMI) within 18 months of hire.
  • Ability to bring project to successful completion with political sensitivity and tenacity.
  • Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.
  • Two or more years participating in IT-related project management.
  • Adept at conducting research into project-related issues and products.
  • Persuasive, encouraging, and motivating.
  • Ability to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.
  • Highly adaptive. Can conform to shifting priorities, demands, and timelines through analytical and problem-solving capabilities.
  • One and one-half years experience leading project(s) (IT or otherwise).
  • A demonstrable commitment to promoting and enhancing diversity, equity, and inclusion practices.
  • Experience at working both independently and in a team-oriented, collaborative environment is essential.
  • Strong written and oral communication skills.
  • Bachelor’s degree from an accredited college or university.

Preferred (Special) Qualifications
  • Experience leading complex IT project(s) (e.g. enterprise-level project).
  • Project Management Professional (PMP) Certification.
  • Bachelor’s degree or higher in Computer Science, Business/Management Information Systems, Business Administration, Engineering, or related field.
  • Familiarity with project management software.
  • Four or more years participating in IT-related project management.
  • Project management experience in a higher education environment.
