We are seeking a leader to work with our amazing Business Analyst team to provide vision and leadership for developing and supporting the Information Technology (IT) Project Portfolio Office. The Project Portfolio Manager (PPM) sets and directs the management of enterprise IT projects, supervises the Business Analyst team, and provides direction on enterprise change management resulting from IT projects.

What You Will Do


As the Project Portfolio Manager (PPM), you will be a part of the IT Leadership Team working closely with IT staff to assist, train, and evaluate the management of technical projects. The PPM is responsible for setting standards for IT project management, monitoring, and reporting on the project portfolio, and evaluating project performance, as well as providing leadership and direct supervision of the Business Analyst team. The PPM is responsible for determining and implementing resource planning for projects the IT department staff are responsible for. The PPM requires extensive, up-to-date technical knowledge in project management best practices, project management technologies, detailed knowledge of effectively managing large enterprise projects, and the ability to work effectively with staff and executive leadership.


Additional Information On Job Responsibilities


  • Identify opportunities for improvement, develop strategies, and make recommendations for updating frameworks, processes, and procedures as needed.
  • Evaluate staff performance and provide feedback. Develop plans to enhance skills and performance.
  • Lead project teams, ensuring each member understands their roles and responsibilities. Provide guidance, support, and motivation to team members throughout the project’s lifecycle.
  • Manage multiple projects including creating project plans, project scope, objectives, deliverables, timeline, and resource requirements. Work closely with stakeholders to gather requirements and define project goals.
  • Perform research to establish and report on health and understanding for in progress and scheduled projects.
  • Supervise the Business Analyst team, provide guidance, set clear expectations, and motivate staff to achieve goals and complete projects.
  • Prepare for and facilitate quarterly Technical Governance Committee meetings requiring constant review of the IT Project Portfolio to ensure awareness of all projects, their statuses, constraints, dependencies, and overall health.
  • Monitor the progress of the overall project portfolio and aid in the success of individual projects when needed.
  • Implement and support the project intake and review process for all technical projects.
  • Help lead the evolution of the organization’s culture at the functional level, ensuring a strong tie-in to the City’s and stakeholder's strategic initiatives.
  • Implement and maintain a resource planning and resource management model for projects.
  • Administer the department’s project management solution. (Currently TeamDynamix).
  • Implement and facilitate regular portfolio management meetings with IT staff.
  • Implement and maintain project management standards.

  • Ability to identify and assess impacts prior to making decisions.
  • Possess knowledge of business and management principles involved in strategic planning, resource allocation and modeling, and coordination of people and resources.
  • Must be able to obtain a Criminal Justice Information Systems (CJIS) clearance within 30 days of hire and maintain it while employed with City of Salem.
  • Project Management Professional (PMP) Certification.
  • Six (6) years of progressively responsible professional managerial experience, including managing supervisory staff; OR
  • Ability to synthesize large amounts of information, think critically, communicate complex ideas in a meaningful way.
  • Strong time management and organizational skills while effectively managing projects and supervising staff.
  • Ability to troubleshoot, diagnose, and resolve complex business systems analysis problems; evaluate alternatives and make sound decisions within established guidelines.
  • Must have at least 3 years of supervision experience.
  • Any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Must have an Oregon Driver license and driving record that meets the City of Salem's driving standards.
  • Must have at least 3 years of experience in project management, program management, portfolio management and change management.
  • Outstanding relationship management skills including the ability to understand customer needs, build trusted relationships and to interact professionally on all levels.
  • Ability to facilitate and lead collaborative problem-solving and solution driven discussions.
  • Education / Work Experience:
  • Ability to develop, implement, and provide project management oversight and strategic direction for a variety of projects with multi-department impact.
  • Must pass the pre-employment background check, or the Transportation Security Administrator (TSA) criminal background check depending on area of assignment.
  • Bachelor's degree from an accredited college or university in Computer Science, Information Technology, or a related field; AND
  • Master's degree preferred for some assignments and may substitute for 2 years of progressively responsible managerial experience.
  • Ability to act as a liaison between end-user department staff, IT technical staff, and vendors to ensure clear communication and compliance with business requirement specifications, system needs, technical parameters, and system constraints.
