Overview:
IBTCI is seeking a Project Director/Chief of Party (COP) for an upcoming USAID/Bureau for Resilience and Food Security (RFS) Evidence Aggregation for Programmatic Approaches Activity. USAID’s Bureau for Resilience and Food Security (RFS) leads USAID’s efforts to implement measurable solutions to sustainably reduce global hunger, poverty, malnutrition, and water insecurity. To support these efforts, RFS strives to use evidence to inform its decisions and planning. While approaches are conceived of as “evidence-based”, the availability of formal evidence aggregation and syntheses is mixed. This gap raises questions about the degree to which promoted technical approaches are actually evidence-based, limit the ability of the bureau to assess and incorporate new evidence, and prevent the identification of key evidence gaps.
Responsibilities:
Scope of Work:
  • Performs all fiduciary duties in a responsible and professional manner.
  • Meets weekly with the Home Office team; and
  • Provides subject matter expertise in resilience, food security, WASH and other related topics.
  • Provides quality control, ensuring that all products delivered are technically sound and of publishable quality.
  • Serves as the primary point of contact (meeting routinely) with USAID for activity design and implementation and management.
  • Ensures compliance with U.S. Government rules and regulations.
  • Assumes overall responsibility to ensure that Task Order objectives are successfully met and that all deliverables are completed on schedule.
  • Other duties as assigned.
  • Leads the REAPER II team; provides vision, leadership, and guidance.
  • Provides technical expertise (research, writing, training, and facilitating) in evidence aggregation and analysis, machine learning, evidence gap maps (EGMs) and other related topics.
  • Manages the implementation of rigorous analytical research to help guide program approaches.
Qualifications:
Minimum Requirements:
  • Experience working on large USAID-funded contracts; and
  • At least 5 years of experience leading large projects with complex and concurrent tasks.
  • At least 5 years of direct program/subject matter experience in resilience, food security, WASH, and other related topics.
  • At least 10 years of experience successfully managing donor-funded analytic research and learning activities and/or evidence aggregation and evidence gap mapping, and/or machine learning program support mechanisms.
  • Excellent oral and written communication skills in English, including experience preparing high-quality reports and presentations.


Education:
Master’s degree in evidence aggregation and analysis, monitoring and evaluation, public administration, political science, international relations, resilience, food security, machine learning, or related field required. PhD preferred.

Supervisory
Responsibilities: This position does have supervisory responsibilities.

Travel:
Periodic country travel might be required.
