About The Work Unit


The Capital Development and Planning Unit (CDPU) of the Logistics Services Section (LSS) receives project requests, plans, develops, and manages Capital Construction projects for all CDPS owned facilities. This unit, in coordination with the LSS Facilities Management Branch, the Office of the State Architect (OSA) and CDPS divisions, plans, requests and manages


Controlled Maintenance projects for all CDPS owned facilities. CDPU is responsible for the


development and maintenance of the CDPS Operational and Facilities Master Plans and develops Facility Program Plans and capital request submissions pursuant to the Statewide Planning Framework process implemented by the OSA. The CDPU, and personnel assigned to this organization, serves as a delegated extension of the Office of the State Architect ensuring CDPS can adequately maintain infrastructure and develop or modernize facilities to meet programmatic requirements while operating under State rules, regulations, processes and fiscal guidelines.


About The Job


This position directly manages small and large construction projects, and integrates the business process of the State Buildings Programs of the OSA, potentially serving as a partial or full State Building’s Delegate if necessary.


This position oversees the procurement of engineering and construction


services for projects assigned by the CDPU Work Lead for facilities that are critical


to the mission of CDPS divisions. The Construction Project Coordinator advises in the


development of policies, procedures, strategic planning documents, budgeting and the


administration of capital construction/controlled maintenance requests and projects. The position aides the CDPU Work Lead in oversight of the construction program coordination between OSA and CDPS for assigned projects and is responsible for construction planning, fiscal management and capital requests on approved projects assigned by the CDPU Work Lead.


Key Responsibilities


Develops and leads the Department’s process improvement efforts.


Collaborates with leadership to action the roadmap, vision and plans for implementation of priority projects or programs.


Accountable for development and implementation strategy for department-wide process improvement.


Assesses new requests from divisions to determine business case, scope and priority alignment.


Promotes and facilitates Lean and other process improvement tools throughout CDPS by leveraging internal resources and employee expertise to assist with project identification and execution.


Partners with all six CDPS division to identify, plan, and execute process improvement initiatives.


Develops work plans, assigns work; monitors, analyzes and adjusts workload as needed. Monitors and evaluates performance; identifies training and development needs, provides feedback and coaching.


Maintains staffing and performance levels to meet goals and objectives. Tracks and reports staff results.


Oversees internal strategic communications position to include all manner of internal communications, including newsletters, emails, videos, in person events, and monthly Executive Director virtual meetings.


Prepare Capital Construction (CC) / Controlled Maintenance (CM) requests, develop budget estimates, applications, prioritize requests for CC/CM with the OSA, works with the CDPU Work Lead, LSS Director, CDPS Financial Services and legislative liaisons to submit annual CC/CM requests to the joint Capital Development Committee (CDC) and Office of State Planning and Budget (OSPB).


Identifies project scope, organizational and operational impacts, resource requirements, ongoing facility operational costs and life cycle analysis in the preparation of requests. Participates in the annual updates and maintenance of the Department’s Operational Master Plan (OMP).


Facilities Master Plan (FMP) and develops Facility Program Plans (FPP) pursuant to the Statewide Planning Framework managed by OSA.


Coordinate and manage engineering and architectural professionals who will produce facility condition index scores as part of an annual facility audit on CDPS owned state facilities. This process feeds into the development of annual OSA reporting submissions and informs prioritization of facilities renovation, upgrades or replacement within the Facilities Master Plan. Assists, as required, with special projects for other CDPS agencies small-construction projects.


Assists the Facilities Management Branch (FMB) staff with advice and recommendations for insurance claims submitted to State Risk Management (SRM). Consults with CDPS customers, LSS staff and the CDPU Work Lead related to repair of damaged facilities using the funding from SRM payouts pursuant to the submitted claim. Advises FMB staff on special projects and highlights areas which may require code review, inspections or processes related to the State Buildings Program.


Minimum Qualifications

Four (4) years of professional experience in managing, coordinating and finalizing projects including developing a budget and monitoring expenses, and ensure compliance with federal, state and local legislation.


OR


Two (2) years of professional experience in managing, coordinating and finalizing projects including developing a budget and monitoring expenses, and ensure compliance with federal, state and local legislation, AND a Bachelor's Degree in any field from an accredited institution.


CONDITIONS OF EMPLOYMENT


  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search.
  • Must be Colorado resident at the time of application.
