The Broward County Board of County Commissioners is seeking qualified candidates for the position of Program/Project Coordinator (Safety Specialist) in the Safety, Security, and Compliance Section of the Transportation Department.


The Program Project Coordinator (Safety Specialist) is an advanced-level transit professional and technical position responsible for implementing and ensuring compliance with Florida Department of Transportation (FDOT), Florida Transit Authority (FTA) regulations, and Public Transit Safety and Security Plans (PTSAP). Under the general supervision of the Transit Safety Manager, the Safety Specialist will assist in monitoring and coordinating environmental health and safety programs, including safety inspections, accident investigation, and safety training. This position will also assist in developing and administrating safety policies and procedures and performing general admirative duties as needed.


General Description


Manages and coordinates, with considerable independence, all activities of a particular program/project within a section or agency.


Works under general supervision, independently developing work methods and sequences.


Minimum Education And Experience Requirements


Requires a Bachelor's degree from an accredited college or university with major coursework in business, public administration, or closely related field.


(Two years of relevant experience may be substituted for each year of the required education.)


Requires two (2) years of experience in staff, or administrative capacity managing special projects, programs, or business operations appropriate to the area of assignment or closely related experience.


Special Certifications and Licenses


Possess and maintain a valid Florida Class E Driver's License based on the area of assignment


Key Job Responsibilities And Essential Functions


This position is responsible for evaluating conditions and work practices to identify and correct safety hazards/exposures and to ensure compliance with federal, state, and local safety regulations. This position works with internal and external customers to mitigate identified safety hazards and exposures to employees, passengers, and/or the public. Responsibilities also include the development and delivery of safety-related training.


  • Participates in the Accident Review Board (ARB) and the Transportation Safety Committee
  • Assists in the development of Operations safety rules
  • Assists in the identification of undesirable driver behaviors
  • Inventories chemicals and ensures compliance with the BC Hazard Communications program
  • Performs Personal Protective Equipment assessments
  • Assists in writing department safety orientation programs
  • Assists in delivering safety training including safety orientation
  • Performs injury investigations and near-miss investigations for the purpose of preventing recurrence
  • Trains supervisors in safety-related topics
  • Assists in the development, implementation, and continuation of a safety program for BCT
  • Attends training to become a fall protection competent person and delivers related training
  • Reviews accident and incident report data (logs) and identifies trends and determines corrective actions
  • Performs other related work as required
  • Performs safety inspections and writes reports with findings and recommendations
  • Maintains the Corrective Action Plan (CAP) and follows up on corrective actions until completed
  • Performs job safety analyses
  • Assists in responding to Safety Hotline concerns and complaints
Knowledge, Abilities, and Skills:


  • Knowledge of occupational safety, and driver safety
  • Knowledge of root cause analysis principles for accident and incident investigations
  • Ability to communicate concisely and clearly orally and in writing
  • Ability to counsel affected employees factually regarding potential safety or health risks and the procedures necessary to mitigate or eliminate the hazards
  • Ability to assist in the implementation of health and safety compliance programs
  • Knowledge of pertinent regulations, standards, guidance, and industry best practices including, but not limited to OSHA, NIOSH, ANSI, FTA, and FDOT

DUTIES AND RESPONSIBILITIES


The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.


Coordinates and manages all aspects of a large program or project within an agency.


Plans, develops, authorizes, implements, supervises and evaluates programs/projects, activities and services; facilitates inclusion, prepares reports, and analyzes and interprets data.


Develops policies, procedures and guidelines related to programs/projects and services.


Promotes and assesses agency programs and services; cooperatively plans and implements programs and community-wide special events.


Implements funding opportunities, including advertising and marketing, and researches potential grant opportunities; develops grant proposals to secure funding from federal, state, local, and/or private sources; oversees the coordination, preparation, and submission of grants to ensure compliance with established Broward County policies and procedures; manages and tracks grant budgets.


Develops personnel cap based on recommended budget for approval by the Board; implements all position additions, deletions, changes, reorganizations and transfers approved in the adopted budget.


Reviews position changes and transfers requested by other County agencies prior to implementing change to ensure compliance with adopted personnel cap; incorporates changes to the cap approved by the Board throughout the year.


May perform quality control checks on operating and budget documents to ensure accuracy, creates and modifies PowerPoint presentations for agency communication, creates core budget development support documents.


Monitors and supervises maintenance of project records and documentation.


Acts as administrative liaison among various County operational and administrative functions related to assigned programs and projects.


Conducts special studies in conjunction with a project, analyzes data, and makes recommendations based upon studies.


Creates and maintains performance/production reports (spreadsheets). This includes monthly productivity reports which provide monthly statistics for transactions processed and revenue generated.


Communicates key procedural changes to staff and management.


Performs related work as assigned.
