This position is funded by the City of Eugene’s Community Safety Initiative(CSI) and is designed to manage multiple Recreation programs that are planned, implemented and coordinated by Recreation Programmers.
These services are housed in three distinct but overlapping focus areas:
- Teen Empowerment Program, which provides citywide out of school programming for teens and pre-teens.
- A youth restorative justice program known as Resolve.
- Youth Inclusion Services.
- Youth develop skills for building meaningful and healthy relationships while experiencing inclusion and belonging.
- Youth experience programs promoting healthy lifestyles resulting in decreased youth violence and risk-related behaviors.
- Every young person is provided the opportunity to grow up safely and access their best possible future.
- Community organizing skills
- Strong supervisorial skills
- Passion about the community benefits created by youth and recreation services.
- The ability to positively represent the programs and engage with the community, other youth organizations and advisory boards.

- Plans, prioritizes, coordinates, assigns, supervises, and reviews the work of regular and temporary employees, volunteers, interns, and work study students.
- Implements program guidelines and procedures; supervises scheduled activities and programs.
- Exercises direct supervision over Recreation Programmer, Recreation Program Assistants, Recreation Activity Employee, temporary employees, volunteers, interns, summer youth, and contract staff.
- Works closely with colleagues across the Recreation Services and City organization and community partners. Works cooperatively with members of the department, City, public/private agencies, schools, and community groups to provide a balanced program in assigned area.
- Reviews rental agreements and community partner applications; and assigns staff to assist with contract administration.
- Performs related and other duties as assigned.
- Develops, organizes, implements, supervises and evaluates a variety of program activities and services in the assigned area for quality, responsiveness, efficiency and effectiveness.
- Staffing: hiring, training, coaching, supervising and evaluating staff. Assigns schedules, reviews and approves timesheets, schedule changes and time off requests.
- Prepares and manages the general fund budget for the assigned section, monitors and oversees attendance and registration data; prepares quarterly budget projections and works with peers and the Section Manager in balancing the Youth and Family Services budget.
- Ensures the safety of patrons and the public; assigns staff to perform equipment and vehicle maintenance and safety inspections; and creates and submits quarterly safety report for management.
- Assure high quality staff experience by providing thorough trainings, briefings and debriefings, accurate information in advance, exceptional supervision and work with staff on continuous improvement of assigned program.
- Monitors and maintains accurate records and generates reports involving expenditures; including approval of petty cash disbursal; purchases of equipment and supplies; purchase orders and procurement card expenditures; and provide additional information and reports as requested.
- Research new developments in the assigned program area; and participates in community group meetings and make public presentations as requested.
- Responsible for the daily operation of the facility; including work order submissions; facility project coordination; and acts as primary contact for all site security and closure issues.
- Attends and serves on City committees and task teams; participates in department division and team meetings. Performs other related duties as assigned.
- Ensures division implementation of and adherence to the City's Affirmative Action and Equity and Human Rights Work Plans. Coordinates the implementation of effective processes and models to produce division wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.
- Works with the Marketing Team to promote programs and services to the public.
- Serves as a liaison to the community; responds and resolves questions and concerns from the general public and patrons regarding the programs offered.

MINIMUM QUALIFICATIONS
Experience:
- Three years of experience in the implementation of recreational, social and cultural programs and services directly related to youth and family recreation.
- One year of supervisorial experience preferred.
- Equivalent to a bachelor's degree from an accredited college or university in recreation, human services, or a closely related field.
- Valid First Aid, Youth/ Child/ Adult CPR, Food Handler's Permit
- Possession of, or ability to obtain, and maintain an appropriate, valid Oregon driver's license for some positions.
The ideal candidate will have the following Knowledge, Skills, Abilities:
Knowledge of:
- Basic budgeting and finance principles.
- National and regional programming trends, current literature, and community resources for program planning and development of services. Inclusive and equitable recreation programming design principles
- Social and Cultural Humility
- Understand, manage to articulate the value of youth prevention and early intervention programs.
- Operation of program registration data base and other practices and automation tools
- Principles, practices, procedures and methods of supervising recreation programs
- Exercising diplomacy, discretion and tact in dealing with sensitive, complex and highly confidential issues and situations.
- Demonstrating the ability to work independently; prioritizing and resolving issues; and completing tasks and duties in a professional and timely manner while working in a fast-paced environment.
- Adapting to the City's culture, priorities, and ability to adjust to the differing organizational structures, leadership and work styles.
- Proficiently using computers and related software applications, online tracking systems, internet research tools, reporting applications and various databases
- Monitoring budget within allocation for programs and activities in assigned area. Effectively promoting the value of programs and services.
- Ability to create and maintain a respectful work environment for all staff and patrons.
- Supervising, training and evaluating staff; effectively delegating work; and developing and maintaining a culturally competence workforce.
- Effectively communicating both orally and in writing to convey information and to receive work assignments.
- Planning, coordinating, organizing and implementing programs and services suited to the needs of patrons in assigned area.
- Researching and analyzing a variety of information and data; making recommendations based on data trends and research findings; writing reports and creating spreadsheets; and presenting information to a variety of advisory boards, commissions, and committees.
- Evaluating and monitoring program risks and liability.
- Effectively working with the general public, patrons, the local media, supervisors, co-workers, and employees from diverse backgrounds.
- Relationship-building, community outreach, emotional intelligence and collaborative team building.
- Providing courteous and professional customer service to co-workers, outside agencies and the general public.
Non-Represented Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience. Periodic advancement through the salary range is dependent upon merit.
