The Airport Design & Construction (ADC) department is looking for a dynamic team leader with demonstrated project management and project controls skills in a Program Manager, Program Controls role. The ideal candidate will lead, plan, and organize the program controls for all Capital Improvement Program (CIP) projects and;
  • Oversee the development and monitoring of the ADC operating budget.
  • Support ADC project management teams by developing, monitoring, and maintaining budget and schedule variance reports, cash flow forecasts, project staffing plans, and monthly project progress reports.
  • Provides leadership and coaching necessary to attract, develop and retain a highly competent and diverse staff; coaches and fosters team, establishes goals, and regularly monitors performance to provide feedback for development; cultivates a productive, positive, and safe work environment; recognizes and rewards achievements, shapes future growth opportunities, and completes corrective action if necessary.
  • Ensure prioritization and accomplishment of assignments within financial constraints, timeframes, and mandates that are aligned with standards and internal initiatives.
  • Foster collaboration and promotes communication among stakeholders, organizational partners, consultants, management, and cross-functional teams; represents program control and serves as a resource to leadership at various levels on all program controls issues; formulates solutions and resolves issues.
  • Performs related duties as assigned.
  • Determine the long and short-term strategic direction and methodologies for the development of program and project control objectives, procedures, and outcomes; formulates long and short-term operational objectives and financial strategies to ensure alignment with the strategic direction of the organization.
  • Lead an exceptionally collaborative and high performing ADC program controls team that: 1) performs project cost analysis and payment application reviews; 2) analyzes and forecasts project and program cash flows and budgets; 3) prepares and analyzes baseline and progress schedules, specialty schedules, and performs schedule analysis; and 4) provides cost estimating services for all CIP projects through all phases of program and project life cycle from conceptualization through completion.

  • Project Management – Accurately assesses project scope, budget, and timeline by determining required process steps and resources needed to achieve defined outcomes and objectives; monitors and verifies task completion and resolves coordination issues to assure efficient, timely completion.
  • Interpersonal Ability – Communicates effectively, interprets, establishes, and clarifies ideas and expectations and engages others, collaborates with stakeholders using diplomacy and discretion, and effectively exchanges information verbally, digitally and in written format, facilitates and persuades.
  • Leadership & Influencing Skills – Motivates others through relationships, expectations, and approach; develops others, recognizes achievements, and completes work objectives, gains others support for ideas, proposals, projects, and solutions.
Required Education, Training and Experience:
  • Ten years of progressively responsible experience performing and managing project and program controls tasks for complex capital improvement programs, at least three years of which were in a management role overseeing staff specializing in construction program financial, cost, budget, and schedule controls;
  • Extensive understanding of project and program controls methodology, techniques and procedures.
  • Or an equivalent combination of training and experience.
  • Graduation from a four-year college or university with a degree in finance, accounting, engineering, architecture, construction management, or a closely related field;
The starting hiring salary for this position is $141,483.
Pay range for this position is $114,330 – $200,077.
