Job Description
Summary You will serve as a Program Manager in the Acquisition Management Department at NAWCTSD ORLANDO. Responsibilities You will plan, direct, lead, manage, and control all aspects of assigned programs from initial plans through acquisition and delivery of the hardware and support systems. You will develop a master program plan which identifies all tasks addressing hardware, software, and courseware spanning the entire training systems acquisition process. You will develop acquisition strategies for the various components of the training system research including the determination of which elements or phases will be performed by contractors and what criteria will be used for selection and evaluation. You will direct preparation and coordination of procurement specifications, procurement packages, proposal plans, and direct subsequent procurement, production and delivery of all subparts of the training system research. Requirements Conditions of Employment Qualifications I have one year of specialized experience equivalent to the next lower grade level (GS-13) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Leading an Integrated Program Team (IPT) to establish and manage acquisition program(s) and manage program cost, schedule, and performance using a risk, issue, and opportunity management approach to procure an end item such as a training system, or major training system subsystem; 2) Overarching management of an acquisition portfolio including assessing, Planning, directing, and evaluating acquisition activities, technical and financial development, execution, and control of the portfolio's budget and resources; 3) Planning, assessing, and synthesizing requirements of multi-disciplinary functional areas such as engineering, sustainment/logistics, budget, contracts, configuration management, and other functional specialties into integrated strategies to support and sustain a comprehensive portfolio of training systems acquisitions; and/or 4) Monitoring program progress, assessing lessons learned and implementing solutions to streamline acquisition activities and revise and improving program planning to meet evolving stakeholder expectations and changing conditions impacting end item (e.g.: training system(s)) acquisition program.
