Job Description
Position Summary

Position is response for the selection, review, assistance and implementation of programs for Marion County Community Corrections. These programs are utilized by MCCC staff, in both the Electronic Monitoring and Residential Supervision Divisions, for a daily average of 2,000 clients. These staff review various program options, assist in the presentation of classes, provide instructions for program referrals and maintain records for the performance of each program and/or class. Position reports to a Supervisor and assists in the day-to-day operations, training, and programming related to Marion County Community Corrections. These positions are directly responsible for adherence to evidence based practices. Programming Coordinators provide assistance in the absence of the Supervisor. This includes assisting with staff development, skills coaching, and quality assurance planning and monitoring. Adherence to Department of Correction (DOC) standards and to the Eight Principles of Evidence-Based Practices is required. Performs all assigned duties in an ethical and professional manner as detailed in Indiana’s Judicial Code of Conduct.


Position Responsibilities


Responsible for the programming provided to MCCC clients. Aids in implementing, updating, and enforcing/adhering to agency policies, procedures, and standards.


Responsible for ensuring policies and procedures are properly enforced and are consistent with all federal, state, and local laws and regulations, including individual program fidelity.


Review and monitor client programs; schedule clients for programs; monitor client participation; and ensure client compliance to program rules and regulations.


Monitor client violations of program specifications and prepare statistical data and reports to summarize and evaluate program performance.


Ensure the implementation and adherence to evidence based practices for Community Corrections.


Ensure clients are referred to programming based upon criminogenic need or court order.


Utilize prosocial modeling in daily interactions with clients and staff and positive reinforcement in an attempt to achieve repeat prosocial behavior.


Ensure cognitive behavioral programming is available for clients with criminogenic needs, taking into consideration the responsivity principle.


Ensure the implementation of Continuous Quality Improvement processes/plans for Community Corrections.


Assist Supervisors in acting as a liaison/representative with stakeholders and the Department of Correction.


Aid Supervisors in preparing current and future needs assessments regarding training, programming and vendors.


Position requires flexibility in scheduling of daily activities/events, may require court attendance and field work to monitor staff adherence to policies/procedures and evidence based practices.


Serve in a training role by conducting comprehensive preparation, presentation, demonstration, practice, coaching, case management, case development, and case supervision, to develop compliance with departmental and court policy, as well as evaluation and follow-up to remain current with DOC standards.


Meet with Supervisors on a regular basis to recommend departmental changes as it relates to MCCC. Keeps abreast of changes in supervision trends within the department that could apply to fieldwork, office visits, assessments, processing, operations center, custody, computer applications, and case management.


Assist Supervisors with job assignments and responsibilities for new staff. This includes case management, operations center, processing, and custody.


Responsible for maintaining documentation on training hours and coaching.


Responsible for communicating with providers to schedule in-service trainings.

Qualifications


Bachelor’s Degree in Criminal Justice or related field and one year of experience preferred, or two years experience working in Corrections or the Criminal Justice System. Ability to communicate effectively both orally and in writing. Skill in establishing cost effective programs and quality control. Position requires knowledge and abilities in leadership, management, contracts, personnel, and process performance measurement. Knowledge of investigative principles and practices used in ensuring compliance with appropriate state and federal laws, regulations, and requirements of court evidence is also required. Knowledge and ability to train, advise, and assist the staff and public in all aspects of the agency; interface with the public regarding procedures; interpret, and explain court decisions to clients; and participation in municipal boards/committees as requested, is required.


Independent Judgment


The incumbent has a wide latitude to make decisions related to public/staff safety, and accountability to records management, maintenance and retention, dissemination of customer information and administrative services. The incumbent operates within standards as established in policies, procedures, and laws under their control. Ability to effectively identify and evaluate available data, to exercise sound judgment when evaluating requirements, productivity of staff, and cost effectiveness of programs, is required. Freedom to use judgment while assisting in policy formulation and in all types of negotiations is encouraged.
