POSITION SUMMARY

Under the supervision of the Manager of HCV Policy and Accountability, this position will be responsible for analyzing existing HCV policies and procedures as well as documenting new and existing procedures. The Analyst will also recommend and implement new policies and procedures to improve HCV operations. In addition, the Analyst will assist the Manager of HCV Policy and Accountability with developing and implementing the CHA’s Moving to Work (MTW) reporting.


DUTIES AND RESPONSIBILITIES

•Document all new and existing HCV procedures by interviewing stakeholders, studying CHA system(s) capabilities, developing flowcharts, and writing step-by-step procedures.

•Conduct best practice‐research, impact analyses, and cost‐benefit analyses to develop recommendations for HCV policy and procedure improvements, including recommendations for new MTW activities.

•Develop implementation plans for HCV policy and procedure changes and evaluate their effectiveness.

•Identify potential program risks and develop policy recommendations to reduce and/or minimize those risks.

•Work closely with HCV staff to collect information needed to report to HUD in MTW annual plans and reports.

•Manage process to update the HCV Administrative Plan and Procedure Guide, when required.

•Assist in developing training materials related to new policies and procedures.

•Maintain library of HCV policy and procedure advisories and update as necessary.

•Coordinate and facilitate the Interdepartmental Policy Meetings with various departments within the agency.

•Work with staff to put together monthly HCV report highlighting various HCV related metrics.

•All other duties as assigned.


QUALIFICATIONS


Bachelor's degree in Business Administration, Public Policy, Public Administration, Urban Planning, Social Work, or a related discipline with a minimum of two (2) years related experience. Excellent verbal and written communication skills. Outstanding active listening skills and ability to interact positively with a wide variety of audiences. Sound analytical skills and the ability to be a strategic thinker. HCV program experience, including an understanding of policies and regulations. High proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, and Microsoft Teams) required. Preferred experience with Yardi, SharePoint and Go Section8.


Salary Range: $65,000 – $70,000

Grade: S7

FLSA: Exempt
