Job Description
Summary You will serve as a Program Analyst in the Planning and Operations Division of the Centralized Coordination Department of FLTREADCEN SOUTHEAST. Responsibilities You will provide oversight and technical assistance to Program Managers, Integrated Product Team (IPT) leaders and/or Department Heads. You will develop, analyze, evaluate, advise on, and improve the effectiveness of work methods, procedures and productivity. You will serve as a senior program and management analyst and coordinator for a specific program or organization: aircraft, engines, components, calibration, manufacturing, command staffing, logistics, and engineering. You will revise schedules and program allocations due to changes in workload, personnel, workload standards, induction and completion rates, product mix, and other factors. You will prepare presentations, justifications, and detailed reports, which support the Integrated Product Team (IPT) position for financial, budgetary and economic status of assigned major programs. Requirements Conditions of Employment Qualifications GS 11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing and implementing solutions to insure program conformity to schedule and budget thresholds; 2) Compiling data and providing technical advice to Program Managers related to direct labor, material, contracts, travel and training; 3) Maintaining and monitoring integrated reporting systems such as personnel budget models and funding budgets; and 4) Utilizing computer spreadsheets, windows applications, depot management tools and various computer software programs. GS 12: 1) Applying quantitative and qualitative methods, measurement, fact finding, and investigative techniques to provide line managers with objectively based information for making decisions on the administrative and programmatic aspects of agency assignments; 2) Performing production analyses to determine compliance with workload standards, man-hour plans and production schedules; 3) Developing required budgetary documents to define and justify requirements for both direct and indirect funding lines; 4) Applying mathematical or statistical theory and methods to collect, organize, interpret, and summarize numerical data to provide usable information; and 5) Developing and presenting findings, reports or recommendations to analysts, employees and managers inside or outside of the organization, agency heads or other high-ranking officials.
