This recruitment is open to external candidates, internal OCSC employees, and internal OCSC promotions. The eligible list established from this recruitment will be used to fill current and future vacancies.

THE POSITION
The Pre-Trial Services Officer I interviews and performs in-office investigations of character and financial status of in-custody defendants. Incumbents use appropriate resources or tools to prepare reports for the court to use to determine bail setting and release recommendations and eligibility for representation by a Public Defender; and the classification performs related work as required. The incumbent may be assigned to work at the courthouse (as needed) or in the jail, which is a year-round, twenty-four (24) hour/seven (7) day operation, shifts rotate every four (4) months.
The Pre-Trial Services Officer I is used as the entry level trainee classification used for training purposes. Incumbents must demonstrate satisfactory performance and advance to Pre-Trial Services Officer II by the end of the twelve (12) month probationary period. There is no permanent status as a Trainee. Upon promotion incumbents serve six (6) months promotional probation.

Examples of Duties

Duties for the classification may include, but are not limited to:

1. Investigates background information for in-custody defendants through local, state, and national criminal databases, such as the California Law Enforcement Telecommunications System, California Department of Motor Vehicles system, and Orange County Superior Court system.
2. Interviews in-custody defendants to verify information obtained electronically and to obtain additional personal and financial information, such as employment, personal and community ties, and references.
3. Evaluates defendant's attitude, character, community ties, criminal history, and nature of the crime, through the use of various tools including, but not limited to, criminal databases and risk assessment tools to determine probability of court appearance if released on own recognizance prior to arraignment. Contacts the on-call magistrate for approval and conditions as needed. Assesses whether an adjustment to the defendant's bail is appropriate to meet the Orange County Uniform Bail Schedule.
4. Prepares and/or reviews written standardized investigative reports containing relevant information from the investigative process, including release recommendations, eligibility for bail and amounts pursuant to the Orange County Superior Court Uniform Bail Schedule, and eligibility for legal defense at public expense.
5. As requested, provides in-person recommendations in open Court or in Chambers based on the written investigative report.
6. Prepares bail and release recommendations and risk assessment reports for defendants and distributes them to Court.
7. Obtains information from and provides information to district attorneys, defense attorneys, probation and parole officers, bail bonds personnel, public assistance workers, jail staff, and law enforcement personnel regarding defendants to complete investigation and support recommendation to the Court.
8. Serves as the liaison between the on-call magistrate and local law enforcement agencies in obtaining search warrants, bail motions and requests for own recognizance releases.
9. Explains the criminal justice process to defendants and/or family members and answers questions regarding the status of their case in the criminal justice system.
10. If assigned to the Court may work on out of custody cases.
11. Attends and participates in group or team meetings; stays current with new trends and developments in the field.

PRE-TRIAL SERVICES OFFICER I

Minimum Qualifications

EDUCATION REQUIREMENT:
High School diploma or equivalent.

EXPERIENCE REQUIREMENT:
Option I: Three (3) years of full-time (or equivalent) work experience conducting interviews, evaluating information, and preparing accurate reports related to criminal investigations in probation, parole, social services or public safety with a criminal justice agency or private investigative background, in the State of California.
OR
Option II: Four (4) years of full-time (or equivalent) recent experience with the Orange County Superior Court performing court service duties and functions in Criminal Operations (i.e., processing criminal cases, criminal courtroom operations, etc. or i.e., criminal LPS, criminal LP supervisor, etc.).

Desirable Experience
  • Recent experience conducting civil, administrative, or criminal investigations in the State of California.
  • Experience with and knowledge of judicial processes in the California Court System.
  • Experience reading and interpreting RAP sheets and/or investigative data.
  • Experience writing reports, evaluating information, and making recommendations.
  • Experience working rotational shifts and/or in secured facilities.
  • Experience using software, databases, or law enforcement systems to conduct investigations.

Preferred Knowledge, Skills, and Ability:
Knowledge of:
  • Principles of addiction; and substance abuse and domestic violence identification.
  • Functions of legal and human services agencies, such as Probation, Social Services, Public Defender, Police and Sheriff, including jail operations.
  • Functions and procedures of superior courts.
  • Criminal justice codes for the State of California, such as the Penal Code, Vehicle Code, Health and Safety Code and other applicable California codes.
  • Human behavior and motivation, to determine probability of appearance in court and compliance with imposed bail recommendations.
  • Investigation and interview techniques used in extracting and verifying personal, financial and employment information.
Ability to:
  • Research information using databases and via the telephone to evaluate facts and attitudes.
  • Operates a personal computer and utilize computer programs and databases.
  • Prepare clear and concise reports.
  • Maintain professional and effective working relationships with public agencies, judicial staff, and peer workers.
  • Interact effectively with people of diverse socioeconomic and cultural backgrounds.
  • Orally present results of investigations to the court.
  • Communicate in a professional manner while effectively interviewing in-custody defendants under adverse conditions to determine circumstances of the charges and arrest as well as their character and reliability.
