Job Description

Lawrence Berkeley National Lab’s (LBNL) Energy Analysis Environmental Impacts Division has an opening for a Policy Researcher to join the team.


In this exciting role, you will take a leading role in the design, implementation, and utilization of analytical tools for data collection, analysis, and modeling in support of the US Department of Energy’s (DOE) Appliance Standards program, and other DOE offices and programs as appropriate.


You will apply their knowledge of econometric concepts, modeling and programming skills to direct research into complex issues to inform development, analysis, and evaluation of energy policy. Emphasis will be on the development of models and analyses to examine energy, economic and environmental impacts of energy efficiency policies on individual consumers and nationwide. This work is in support of the LBNL Appliance Standards team in the development, review, and amendment of new or existing energy efficiency standards and test procedures.


In addition, you will significantly contribute to and/or play a leading role in a wide range of projects under Berkeley Lab’s Sustainable Transpiration Initiative, and under other multi-lab decarbonization efforts by applying behavioral modeling skills that will support DOE’s net zero goal by 2050.


What You Will Do:

  • Investigate and develop analytical methods and analytical tools to support the energy, economic and environmental analyses of energy efficiency policies.
  • Coordinate the activities of multidisciplinary research teams in several research domains.
  • Provide technical and scientific subject-matter expertise on a variety of complex economic and technical methods and tools within the standards rulemaking analysis (such as discounting methods and markups) and apply this expertise in, as directed, developing the program response to relevant stakeholder comments or in providing requested information or deliverables to DOE program staff.
  • Contribute to or lead development of conference papers/presentations, LBNL reports, refereed journal articles, public meeting presentations, and technical memos summarizing methods, data sources, results, conclusions, and/or energy and economic implications
  • Direct the development of complex tools and models to support cross-cutting research associated with markets, shipments, discount rates, price learning, consumer choice and energy use associated with energy-consuming goods.
  • Provide project technical support and provide guidance and feedback to junior staff, where directed.
  • Exercise judgment within broadly defined procedures and practices and utilize advanced econometric and statistical methods to analyze large amounts of data using various types of software (such as statistical analysis programs, spreadsheets, and database programs).
  • Present complex technical concepts, methods and results to policy makers and stakeholders, including at technical meetings
  • Manage multiple tasks under tight deadlines and uncertain schedules.
  • Lead writing of key content for technical reports,technical support documentation, and journal articles.
  • Collaborate with lead scientists and external researchers to develop tools and models to support research in transportation and decarbonization pathway projects.

Additional Responsibilities as needed:

  • May supervise the activities of exempt and nonexempt personnel.

What is Required:

  • A strong grasp of the broad range of multi-disciplinary knowledge, analytical techniques, and analysis tools needed for energy efficiency analysis, transportation system and behavior analysis, freight mode choice analysis and decarbonization pathway studies.
  • Due to the project timeline, must be available to start on June 3, 2023.
  • Effective ability to manage tasks within specified budgets, and provide supervision to graduate students and junior staff.
  • Demonstrated ability to work independently without considerable direction, coordinate the efforts of a team of researchers, and lead projects of moderate scope.
  • Demonstrated experience in discrete choice experiment design and discrete choice analysis in the context of consumer preferences for energy consuming goods/services.
  • Proficiency and experience with complex econometric and statistical data analysis and data management.
  • Demonstrated ability to collaborate in a team setting, and share insights relevant to other team projects
  • Subject matter knowledge in economic theories of consumer choice and social welfare.
  • Typically requires a minimum of 8 years of related experience with a bachelor’s degree in economics, public policy, engineering, energy or water resources; or 6 years and a master’s degree; or a PhD degree with 3 years of related experience; or equivalent work experience
  • Strong verbal and written communication skills, including ability to identify and obtain information from diverse sources, collaborate with other researchers, present results at conferences, and write research reports.
  • Demonstrated experience in working independently to perform tasks as described in the Duties/Responsibilities section above, and identify and initiate appropriate actions for resolution.

  • The full salary range for this position is $130,680.00 - $159,720.00. The budgeted salary range that the Lab reasonably expects to pay for this position is $137,940.00 -$152,460.00. Salary offers will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, and certifications, and also aligned with the internal peer group.
