Job Description

Introduction



The Tucson Police Department (TPD) invites applicants for the position of Police Evidence Technician. The Property and Evidence Section of TPD is responsible for the storage, tracking, safeguarding and proper disposal of items collected by law enforcement. Property and Evidence personnel operate on a four/ten-hour day schedule from 6:30 am to 5:00 pm with three days off (typically Fri/Sat/Sun or Sat/Sun/Mon). All personnel share a rotating “on call” assignment (with stand-by pay) every 4-12 weeks. When it is your week “on call”, there is the possibility of responding to crime scenes at any time (day or night), including holidays.

Candidates must have strong problem-solving and effective communication skills, be detail-oriented, flexible, and proficient in Microsoft applications (i.e. Word, Excel, Windows).

Under general guidance from the Police Evidence Supervisor, the Evidence Technician will retrieve, secure, release, auction, and destroy property that may consist of clothing, furniture, narcotics, firearms, and biohazardous materials.

The working conditions and environmental demands of this function require individuals sit or stand for extended period of times, lift boxes, climb ladders or stairs, and use a forklift. Often times, candidates may be exposed to strong odors, extreme heat or below freezing temperatures.

General Description

Researches cases, receives, transports, secures and releases evidence and property for the department. Provides customer service and assistance to attorneys, officers and the general public. Destroys evidence, narcotics, and firearms as required.

Essential Functions

Occasionally directs helpers, assistants, seasonal employees, interns, volunteers or temporary employees and may temporarily act in a higher capacity.

Retrieves, secures and releases property seized by law enforcement agencies.

Transports and secures property from police substations and crime scenes using a marked police unit.

Inspects and verifies submitted items and documentation, and ensures accuracy and safety.

Handles bloody items, narcotics, firearms, and flammable materials.

Maintains chain of custody and disposes and releases property as prescribed by law and department procedures.

Conducts property inventories and maintains property storage areas.

Releases evidence and property to authorized personnel for possession, examination or court exhibits.

Performs criminal history background checks by accessing local, state and national computer systems.

Determines the appropriate release of firearms by identifying persons prohibited by law from possessing firearms.

Reviews and researches records to determine disposition of cases for the release, return, transfer or disposal of evidence.

Verifies information, performs computer inquiries and accesses various computer systems prior to disposal.

Makes a determination on evidence, and destroys, transfers or releases evidence, narcotics, firearms, and currency in accordance with prescribed methods and established procedures.

Requests authorization for disposal from case detectives, County Attorney's office, or officers after review.

Processes release authorizations.

Provides customer service by communicating with the public, attorneys, City personnel, criminal justice agencies, and other law enforcement agencies concerning the receipt, return or status of property and evidence.

Testifies in court as required regarding the integrity, preservation, transportation, and chain of custody of property and evidence.

Instructs Police Recruits in evidence handling procedures at the regional academy and conducts tours of the section as required to trainees, officers, or students.

Selection Plan

The top scoring applicants who successfully pass the Practical Assessment will be invited to participate in an in-person Oral Board Interview.

  • Oral Board Interviews will be held the week of September 11, 2023.

Upon completion of all examination processes, the highest scoring applicants will be placed on a Civil Service Eligibility List. An applicant's ranking on the Civil Service Eligibility List will be based on their final score which will be calculated as:

  • 10% - Practical Assessment (Resume Review)
  • 85% - Oral Board Interview
  • 5% - Education and Work Experience

The Civil Service Eligibility List may be used by the department with an approved vacancy to fill in the next six months. Selection will be made in accordance with Civil Service Rule III, Section 2. The list of employees eligible for consideration will remain in effect for six months after their names are provided to the hiring authorities. Examination results and current status will be communicated by email.

The highest scoring candidates placed on the Civil Service Eligibility List will be invited to participate in a Selection Interview.

  • Selection Interviews will be held the week of September 18, 2023.

Veterans, Native American, or Disability preference points will be added to the final score for those that are placed on the Civil Service Eligibility List.
