Overview:


The Population Health Information Tool (PHIT) program is a core data dissemination platform for the Massachusetts Department of Public Health. PHIT is housed in the Office of Population Health (OPH) / Policy, Planning and Data Integration (PPDI) unit. The program provides access to public health and racial equity data via a publicly available online portal for community-based organizations, policymakers, researchers, and anyone interested in learning about and using this information to advance health equity in the Commonwealth.


Under the direction of the PHIT Program Manager, the Project Manager will lead the implementation of PHIT’s data warehouse and business intelligence projects. The Project Manager will be responsible for detailed management of project tasks and activities, including resource coordination, status tracking, and communication on project progress and issues to ensure that projects are completed within scope, budget, and timeline while meeting the business requirements and adhering to high-quality department standards. As needed, the incumbent will work closely with all PHIT staff and other OPH staff.


Minimum Qualifications:


  • Bachelor’s degree in computer science, Data Science, Information Systems, or a related field
  • Ability to adapt to changing requirements and priorities
  • Excellent project management skills, including project planning, budgeting, risk management, and resource management
  • At least 4 years of proven experience as a Project Manager in data warehouse and business intelligence projects
  • Ability to work independently, take the initiative, and manage multiple priorities
  • Demonstrated interest in learning or increasing their knowledge of the principles of health equity, and its ability in this role
  • Strong facilitation skills to keep meetings and resources focused and on task
  • Strong organizational and time management skills
  • Familiarity with data warehousing concepts, data management, ETL processes, and Business Intelligence tools
  • Experience with Agile and Waterfall project management methodologies
  • Demonstrated interest in working for a government organization and on public health-related topics
  • Strong written and verbal communication, collaboration, and group management skills
  • Experience with project management software, such as Smartsheet, MS Project
  • Strong analytical, problem-solving, and decision-making skills
  • Experience using workload allocation techniques (e.g. RACI), evaluating and prioritizing program/project needs, and providing excellent customer service
  • Ability to adapt to changing environments and receive constructive feedback to improve performance


Preferred Qualifications:


  • Familiarity with coordinating SMEs in the implementation of ETL processes, DBA/SQL functions, and Data warehousing would be an asset
  • Proven ability to use discretion, maintain confidentiality and ethical conduct
  • Basic understanding of Microsoft SQL Server, Microsoft SQL Server Integration Services (SSIS), and Microsoft SQL Server Reporting Services (SSRS)
  • PMP certification or equivalent preferred
  • Proven ability to work effectively with all levels of staff, establishing and maintaining collaborative professional relationships to support strong programmatic governance
  • Hybrid work preferred, reporting once per week to the Boston location at 250 Washington Street
  • Master’s degree in computer science, Data Science, Information Systems, or a related field
  • Experience working with data management and business intelligence frameworks like DMBOK and the Kimball Group Method
  • Experience with business intelligence/visualization software such as PowerBI or Tableau
  • Proven ability to coordinate technical projects across IT and business teams would be an asset


Responsibilities:


  • Monitor and control project progress, including tracking project deliverables, risks, and issues
  • Manage change requests, scope creep, and project scope changes
  • Support the relationship between OPH and other business and technology teams, e.g., Digital Technology Office
  • Represent the PHIT program and products in meetings across the division, bureaus, the department, and with external partners
  • Lead the design, development, and implementation of sustainable project management frameworks to support operational and strategic aspects of the PHIT program, with an initial focus on the development of business intelligence applications
  • Maintain excellent rapport and communication with data stewards and data owners throughout the department to ensure project success
  • Complete all mandatory department training
  • Proactively manage changes in project scope, identify issues, and devise contingency plans
  • Support the development of legal documents (e.g., Data Use Agreements, Service Level Agreements) to establish and maintain partnerships
  • Conduct project post-mortems to identify areas for improvement and best practices
  • Identify, assess, and mitigate project risks and issues
  • Develop detailed project plans, schedules, and resource allocation plans
  • Lead the implementation of and monitor adherence to project plans to successfully complete PHIT project development life cycles
  • Facilitate daily/weekly communication and collaboration among project team and business partners
  • Ensure quality data and other standards are met and deliverables are of high quality
  • Ensure project documentation and standard operating procedures are complete, accurate, and up to date
  • Provide timely and accurate project status reports to management and partners
  • Define project scope, goals, and deliverables in collaboration with partners and team members
  • Develop solid knowledge about the principles of health equity and their applicability to project management
