Job Description

Reporting to the OHA Performance Manager and working in close partnership with the Administrator of Elder Rights and Safety, the Program and System Project Manager responsible for supporting OHA staff and older Rhode Islanders by promoting the goals and priorities of OHA within interagency system build meetings and supporting the contract management of OHA program managers.

Program Manager Tasks

  • Understand multiple programs and cross train OHA staff and vendors (in cooperation with Case Management Administrator)
  • Create quality review processes with Case Management Administrator
  • Convene and facilitate OHA Contract Clubs, internal meetings supporting OHA staff with evaluation of contracts and creation of scopes of work for continuous improvement.
  • Design reporting templates to be shared with program and outside vendors, train them to use the templates and how to report to OHA on the information
  • With OHA Performance Manager create templates and trainings for program staff around: scopes of work, setting expectations with contractors, reviewing invoices, setting goals, reviewing data, adjusting work based on data, having hard conversations, escalating concerns of contractors

System Enhancement Manager Tasks

  • Identifying systematic data elements for purposes of compliance with federal reporting, e.g., the National Adult Maltreatment Reporting System (NAMRS) and the Home & Community Based (HCBS) Quality Performance Measures
  • Participate in LTSS workgroup performance measures
  • Development and testing of Quality Assurance processes regarding performance measures for compliance with state and federal requirements
  • Liaison to other state agencies with respect to quality measures and reporting as they relate to OHA APS and HCBS programs
  • Participate in interagency LTSS redesign meetings to relate redesign to program leads

Essential Functions / Tasks

  • Support organization-wide efforts to advance OHA's Elder Rights and Safety goals.
  • Develop internal data collection and reporting measures
  • Represent OHA state agency meetings related to system design, build, M&O meetings of LTSS Modernization, Critical Incidents, etc.
  • Supporting the required federal reporting
  • Provide program management in support of active contract management for internal OHA contract clubs

Additional Functions

  • Participate in OHA staff trainings.
  • Attend community and state agency meetings as assigned
  • Respect and maintain confidentiality, professional protocols, and individual privacy.
  • Perform other duties as assigned.

Requirements:

  • Strong Excel skills
  • Strong organization skills and attention to detail.
  • Demonstrated ability to take initiative, multi-task, possess good judgment, and work independently and as part of a team.
  • Comfort with data review, using data to inform program improvement, and communicating data to non-technical team members
  • Experience with Power BI, Tableau, Wellsky products preferred but not necessary
  • Strong written and oral communication skills.
