PARKING CONTROL OFFICER


$41,498.44 - $51,214.63 Annually + Excellent Benefits


The City of Placentia Police Department is seeking a responsible individual who works with the highest level of integrity to enforce parking ordinances & laws to fill our Parking Control Officer vacancy. THE POSITION: Under moderate supervision, performs civilian parking enforcement functions; assists with special events and calls for service; learns to perform public counter, records, and other field support duties; and performs other related duties as assigned.

Examples of Duties


The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.


  • Patrols in a City vehicle to enforce parking ordinances, codes, and regulations.
  • Responds to calls for service and prepares minor reports.
  • Locates and marks abandoned, illegally parked, or other vehicles.
  • Assists parties at the public counter by answering basic questions, locating personnel; making copies of reports, and gathering information for incidents.
  • Follows street sweeper and issues citations for vehicles violating City street sweeping ordinances.
  • Performs other duties as assigned.
  • Issues parking citations for observed violations.
  • Assists with traffic control duties as needed.
  • Assists with special events by monitoring traffic and activity.
  • Issues parking permits at the public counter.


Typical Qualifications


EDUCATION & EXPERIENCE: Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
  • Experience working for a public safety or governmental agency involving the enforcement of regulations is preferred.
  • EXPERIENCE: One (1) year of public contact experience is required.
  • EDUCATION: G raduation from high school or GED equivalent is required.
  • Successful completion of college courses or specialized courses in police science or criminal justice is preferred.


Licenses & Special Requirements


  • Must be at least 18 years of age and have no prior felony convictions; successful candidates must pass a background investigation including a polygraph exam.
  • Ability to be assigned to rotating work shifts, including nights, holidays, and weekends, and to work overtime as needed to accommodate department and City needs.
  • Maintain a valid Class C California driver’s license and acceptable driving record throughout the course of employment.


Knowledge Of


Data entry and recordkeeping practices; use of proper English grammar, spelling, and punctuation in completing and verifying information in basic police reports and other records; radio codes and transmission procedures; customer service techniques.


Ability To


Learn and adhere to local ordinances, codes, and traffic regulations; complete traffic citations and routine police records; operate computer hardware and modern office equipment; enter and retrieve data; follow oral and written instructions; communicate effectively, both orally and in writing; establish and maintain effective working relationships with staff and the treatment the general public with tact and respect.

PHYSICAL AND MENTAL DEMANDS

Physical Demands


While performing the duties of this class, the employee is constantly required to sit when operating a motor vehicle for traffic enforcement and to stand or sit at the public counter and walk in to access and distribute records. The employee must be able to use hands to handle, feel or operate computer hardware and standard office equipment; and reach with hands and arms above and below shoulder level. The employee occasionally lifts and carries records and documents weighing less than 20 pounds. Sensory demands include the ability to see within a normal range including having close range and the ability to adjust focus and talk, hear, and use electronic touch keypads.


Mental Demands


While performing the duties of this class, the employee is regularly required to use oral and written communication skills; read and interpret standards; analyze and solve problems; use math and mathematical reasoning; and interact appropriately with law enforcement personnel, the general public, and others in the course of work.


WORK ENVIRONMENT


The employee works in field and office settings. In the office, the employee works in controlled temperature settings and the noise level is moderate, typically below 70 decibels. In the field, the employee is subject to traffic and variable weather conditions in driving a vehicle for traffic enforcement and special events and the noise level occasionally exceeds 70 decibels. The employee is subject to persons who would contest parking citations and enforcement actions.

Schedule-The City operates on a "4/10" work schedule.


Retirement - The City of Placentia participates in the California Public Employees’ Retirement System (CalPERS) and does not participate in Social Security.


  • 2% @ 62 defined retirement plan (New Members/PEPRA) - Applies to new employees hired on or after January 1, 2013, who are not members of CalPERS or are not members of another public employee retirement system with which reciprocity may be established. Employee membership contribution is 6.75%.
  • 2% @ 60 defined retirement plan (Classic Members) - Applies to employees who, prior to January 1, 2013, were active members of CalPERS or another public employee retirement system through which reciprocity may be established. Employee membership contribution is 7%.


Bilingual Pay- An additional pay of $175 per month


Health Insurance - Up to $1,877 per month for family coverage to purchase health insurance through the CalPERS Health Benefits program. Medical opt out also available.


Dental & Vision Insurance - Fully paid plan for dental and vision insurance.


Life Insurance - Fully paid life insurance policy equal to employee's annual salary. Additional life insurance available for purchase.


Disability Insurance - Fully paid premiums for short-term and long-term disability insurance.


Flexible Spending Account - Employees may voluntarily contribute to a Section 125 Flexible Spending Account.


Deferred Compensation - Employees may voluntarily contribute to a deferred compensation plan.


Holidays - 13 paid holidays per year.


Paid Time Off (Vacation) - Accrual rate of80 hours per year. 80 hours per year; 120 hours after 3 years of service.


Alternative Health & Wellness (Sick Leave) - 96 hours per year; this program includes an incentive of up to $1,250 per fiscal year.


Holiday Closure - City Hall and most City Services observe a Holiday Closure annually for two weeks at the end of December/beginning of January, including Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day (paid time off varies per year, assignment and Bargaining Unit); City to provide up to sixty-two (62) hours of leave during the 2023-2024 holiday closure.
