Job Description
Nature of Work

This is responsible supervisory work of a technical nature relating to maintenance, repair and construction of City owned facilities. The incumbent is responsible for planning, coordinating and directing the daily activities of employees involved with the maintenance, repair and installation of equipment and systems within various City owned facilities and structures. Supervision is exercised over a team comprised of supervisory personnel, skilled trade persons performing building maintenance work including carpentry, painting, plumbing, air-conditioning, electrical and mechanical equipment operation. The incumbent exercises independent professional judgment and provides valuable staff assistance to the Director of Property Management who evaluates the incumbent's work based on results achieved.


Illustrative Examples of Essential Duties

  • Oversees the work product of Facilities Zone Managers
  • Prepares specifications for materials, equipment and supplies. Inspects materials on delivery. Determines from plans and specifications whether new construction or alteration can be carried out by City employees or by outside contract personnel.
  • Plans, organizes, directs, and inspects the work of building maintenance crews.
  • Coordinates and plans the maintenance schedule for all City facilities utilizing the departmental computerized work order system the facility conditions planning databases.
  • Meets with department heads / administrative personnel and contracted vendors concerning projects, remodeling / repairs, and work schedules to be undertaken.
  • Oversees and participates in the provision of a high level of customer service to internal and external customers
  • Plans, coordinates and directs repair and maintenance activities for City owned and operated properties, including the repair of buildings and other structures.
  • Receives and investigates major emergency calls. Arranges for after hours and emergency services where necessary and with prior approval of the Director of Property Management.
  • Performs related work as required
  • Supervises the maintenance of records and reports on work performed.
  • Monitors compliance with the Americans with Disabilities and makes alterations and accommodations to City facilities as appropriate. Emphasizes safety and safety training to promote a safe working environment. Conducts monthly safety meetings with staff assigned to areas of responsibility
  • Approves invoices for purchase of materials, equipment, supplies and services.
  • Inspects remodeling and repair work in progress for quality of workmanship and compliance with specifications. Coordinates work with other City Departments.
  • Supervises and assumes responsibility for a variety of personnel activities including interviewing, selection, and placement of staff, employee discipline, and staff training.
  • Develops inspection protocols; investigates and analyzes problem areas, monitors inspections, develops tracking and reporting systems; and works with senior management to develop solutions.

Minimum Requirements

  • Possession of a valid driver's license issued by the State of Florida for the type of vehicle or equipment operated with an acceptable driving record.
  • Graduation from an accredited college or university with a bachelor's degree in Engineering, Facility Planning, Construction Management or other related fields; or
  • Seven (7) years’ experience in all phases of building maintenance and repair, including three (3) years’ supervisory experience.
Physical Requirements

  • Walking, moving, climbing, carrying, bending, kneeling, some crawling, reaching, handling, sitting, standing, pushing, and pulling for inspections of buildings and roofs
  • Hand-eye coordination is necessary to operate hand and electrical tools and equipment, as well as physical capability to effectively use and operate various items of office related equipment operate including personal computer, calculator, copier, and fax, such as, but not limited to, computer, calculator, copier, scanner and fax machine
  • A willingness to work flexible hours including evenings, weekends and nights.
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public using the telephone and personal contact
