Class Summary




The Law Department seeks a professional to fill the new position of Open Records Officer. The primary responsibility for this position will be to coordinate open records for Gwinnett County. Responsibilities include, but are not limited to, composing, formatting, and preparing correspondence; responding to requests for public records in accordance with the Georgia Open Records Act; compiling and redacting documents; coordinating and managing an electronic open records system; synthesizing and summarizing information from records and reports; and providing training to County departments on the Georgia Open Records Act and the County’s open records processes and policies. The position will require assistance to outside counsel if legal action is related to an open records act request. The position will perform these duties and other duties as may be assigned under the general supervision of a Deputy County Attorney.
Essential Duties
  • Performs a variety of advanced administrative functions, which may include: preparing correspondence; maintaining calendars and filing systems; maintaining policy and procedure manuals; making travel and training arrangements; preparing expense statements; and/or, performing other related activities.
  • Collects data necessary to comply with the Georgia Open Records Act
  • Participates in budget development and maintenance efforts.
  • Serves as a liaison with the general public, the Board of Commissioners, other governmental officials or agencies, County employees, the media, and/or other interested parties.
  • May supervise staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures; maintaining a healthy and safe working environment; making hiring, termination, and disciplinary recommendations.
  • Assists in conducting research, analyzing findings, writing analyses, and developing recommendations.
  • Responds to requests for public records in accordance with the Georgia Open Records Act
  • Assists in preparing studies, reports, reviews, and/or other related documents. Develops and conducts training.
  • Compiles and redacting documents

Public Speaking Duties
  • Public speaking, sufficient enough to conduct training.
Salary/Grade
$60,166 +, commensurate with years of experience
The grade for this position is 101.
Effective 4/11/2023, this position is eligible for the Employee Referral Program.
Minimum Qualifications
  • Knowledge of the State of Georgia Open Records Act and records retention
  • A minimum of five years of experience as a records officer, paralegal, office manager, or a related position
  • Strong attention to detail and proofreading skills
  • Ability to interact professionally with County staff and the public
  • Exposure to litigation through course work, internship, paralegal, or other litigation experience
  • Bachelor’s Degree in public administration or related field
  • Equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities to perform the job of Open Records Officer
  • Strong interpersonal and communication skills
  • Excellent writing skills

Department of Law
The Law Department is comprised of a County Attorney, three Deputy County Attorneys, seven Senior Assistant County Attorneys, an Associate County Attorney, an Open Records Officer, and a professional legal clerical staff. Law Department attorneys primarily represent the governmental entity of Gwinnett County, but they also represent county employees, elected officials, boards, authorities, and other related governmental organizations. Divisions include Infrastructure, Government and Administrative Services, and Litigation.

The 14 departments that make up the executive side are Police Services, Fire and Emergency Services, Corrections, Communications, Support Services, Financial Services, Community Services, Human Resources, Information Technology Services, Law, Planning and Development, Water Resources, Child Advocacy & Juvenile Services, and Transportation. Each department is run by a director who is charged with managing operations in a manner which stresses the County’s values.
In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
