We are seeking an OEMS Deputy Director (Diversity, Equity, and Inclusion Administrator 1) to be a key member of our Office of Equity and Multicultural Services (OEMS) team. The Office of Equity and Multicultural Services advances the mission of the Oregon Department of Human Services by leading and empowering the agency to integrate equity, diversity and inclusion into everything we do. If you are a champion of diversity and inclusion, have the ability to apply an equity lens to program management, policy and workforce development, and are interested in working collaboratively with various partners in the implementation of racial equity into all aspects of work, we are looking for you!
As the OEMS Deputy Director, you will partner with Director of OEMS to strengthen and align the organization’s Equity North Star initiatives and work across the organization to lead, collaborate, and manage agency-wide equity initiatives for greater alignment and impact. As a people-centered leader, you will manage a driven and highly functioning equity leadership team and will also serve as an ambassador of the agency in external relationships with the community and partners.

What you need to qualify
Five years of management experience.
OR
Two years of management experience and a bachelor’s degree in a related field.

Your duties at a glance
The Office of Equity and Multicultural Services
(OEMS) works with government entities, tribes and community partners to improve human service programs, policies and access for underrepresented populations in Oregon across language race and culture. This is achieved through culturally responsive approaches. OEMS is responsible for development and implementation of strategic DEI (Diversity, Equity and Inclusion) planning with ODHS leadership. This strategic planning ensures culturally responsive approaches to service delivery, workforce support and community engagement. This office recognizes the importance of including cultural references in all aspects of learning across communities. This offices pedagogy regarding culturally responsive learning is centered on sharing experiences, storytelling, and a humanistic approach to understanding and embracing differences.
As an OEMS Deputy Director, you will actively seek to provide culturally appropriate services where individuals are treated respectfully, compassionately, and effectively in a manner that recognizes, affirms, and values the worth of children, individuals, families, and communities, protecting and preserving the dignity of each. This includes culture, language, national origin, class, race, age, ethnic background, disability, stage of development, religion, gender, sexual orientation, and other differences/diversity factors.
In this role, you will also be responsible of the following:
  • Assist in the development of office budget and forecast funds needed for staffing, equipment, and supplies. Prepare POP’s and legislatively required materials.
  • Recognize and value of all individuals regardless of their cultures, identities, and backgrounds.
  • Provide daily operational guidance and oversight to OEMS leadership and program staff.
  • Develop and supervise employee performance accountability and feedback process for the Equity Transformational leadership team.
  • Help to prepare an OEMS annual business plan outlining DEI goals, objectives, and strategies.
  • Provide guidance, coaching and mentorship to OEMS Leadership on professional growth and career opportunities.
  • Work in conjunction with the OEMS Director to foster a culture of equity, inclusion, and belonging and disrupt contributors to oppression and bias.
  • Serve as a member of the OEMS Senior Leadership Team to shape the organization’s strategy, priorities, and resource allocation; integrate work across teams and functions and foster healthy communications and collaboration.
  • Promote and foster a diverse and qualified workforce and discrimination/harassment-free workplace.
  • Evaluate staff performance, initiate coaching, and performance improvement plans as appropriate.
  • When vacancies occur, oversee the hiring, onboarding, and off-boarding of OEMS staff.
  • Provide leadership to the OEMS office. This includes the following teams: Community Engagement, RiSE, REALD, Language Access, Service Equity, Training, Employee Resource Groups, and Quality Improvement.
  • Work in conjunction with Agency Position Management, the Position Management Unit and the Office of Human Resources to build the required infrastructure and necessary staffing to sustain ODHS long term goals, key performance indicators and metrics.
  • Monitor performance of OEMS to service level agreements in outcomes and program budget.
Working conditions
  • Regular early morning, evening, and/or weekend work may be necessary.
  • Hours of work may vary from day to day and week to week.
  • Remote work or alternative work location will be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
  • This position works a traditional workweek and the employee's flexibility to this work schedule is considered a condition of employment.
  • While this position is based in Salem, the selected candidate will have the ability to work remotely anywhere within the state of Oregon.
  • Frequent travel to other state offices is required.
