Job Description
Position Information

The Department of Human Services (DHS) is seeking an experienced, part-time, Bilingual Mental Health Case Manager to be a part of the First Episode Psychosis Team (FEP). This position will provide mental health wrap around services to young adults between the ages of 16 to 30 whom are experiencing their first episode of psychosis. The employee is part of the Behavioral Healthcare Division of DHS and as a case manager on a team that includes a peer, psychiatrist, employment/educational specialist, a therapist and a team lead. This team serves a diverse community, to include those who may have limited English speaking abilities.
Case management services will take place in both the office and in the community and will be actively involved with the family as well as the client. The Case Manager will provide assigned clients with outreach, engagement, support, coordination, and direct case management services. This position will apply knowledge of trauma-informed care and have familiarity working with clients who have both mental health and substance use disorders while applying assertive outreach and engagement strategies with clients as appropriate.
Specific duties include:

  • Utilizing the Electronic Health Record (EHR) to document treatment needs and services delivered; and
  • Conducting home visits as appropriate while educating and supporting clients with gaining or strengthening independent living skills;
  • Performing basic safety and crisis prevention planning;
  • Meeting policy requirements for accurate and timely clinical documentation and productivity standards
  • Participating in clinical meetings, completing required trainings, and attending professional development trainings;
  • Coordinating services with internal and external partners, families, and clients; linking clients to various resources in the community or within the agency based on their needs, such as housing, healthcare, food security, benefits, employment, and social supports;
  • Conducting comprehensive clinical assessments of clients, developing treatment plans and/or safety interventions, monitoring progress toward service goals, and facilitating appropriate termination of treatment;
  • Participating in weekly meetings with the Supervisor to review difficult cases, provide updates, review documentation issues, discuss newly assigned clients;
The ideal candidate will be flexible, able to work under pressure, perform as a team player, possess strong communication and documentation skills and be familiar with evidence-based practices, recovery principles, and person-centered care.

Selection Criteria

Minimum:

  • Two years of experience providing behavioral health services. Experience directly related the position’s assignment may be preferred;
  • Bachelor’s degree from an accredited college or university in a clinical discipline such as Counseling, Social Work, Psychology, Art Therapy, or other directly related clinical discipline;
  • Bi-lingual (Spanish and English).
Licenses/Certifications: Meet the criteria of and register with the State as a Qualified Mental Health Professional- Adult (QMHP-A) or Child (QMHP-C) within 60 days of hire (ref: https://www.dhp.virginia.gov/counseling/docs/QMHP_FAQs.pdf (Download PDF reader))
Substitution: A Master’s degree may substitute for the experience requirement.
Desirables: Preference may be given to candidates with experience in one or more of the following:
  • Providing case management services to seriously mentally ill adults in an outpatient setting;
  • Providing case management services to individuals experiencing high housing barriers.
  • Providing services to clients with co-occurring mental health and substance use disorders;

Special Requirements

An assessment of verbal Spanish proficiency is required before a candidate can be appointed to a bilingual position (English/Spanish). The incumbent in a bilingual position will receive the language pay premium on all hours worked.
Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. The applicant must authorize Arlington County to obtain, or the applicant must provide, a copy of the applicant's official
state/district driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history.
Applicant may be required to sign a release authorizing the County to obtain your background information.
Applicant may be required to complete a pre-hire federal background check and State of Virginia Central Registry check.
Employment restrictions: To ensure that dual relationships are avoided and that employees who are also clients do not relate to their service provider as co-professionals, employees will not be hired by the County to provide or support services to the team or program in which they are current clients:

  • At least 24 months must have passed between receipt of CSB services from Arlington County and employment in an Arlington County CSB program.
  • You cannot concurrently receive behavioral health services from Arlington County Community Service Board (CSB) programs while employed in an Arlington County CSB program (exception Crisis Intervention services).

Additional Information

Work Hours: This is a part-time position with hours typically between Monday through Friday 8:30 am to 5:00 pm. Hours can be flexible within normal business hours and some telework available.
The official title for this position is Behavioral Health Specialist.
