Duration: up to 3 years grant funded position; however, length of position depends on funding availability

We are looking for an organized, flexible, and personable individual with strong Monitoring, Evaluation and Learning capabilities. They will be culturally competent (with experience living and working in India, across multiple sectors and with an ability to work well with the global team, US-based support teams, and India strategic partners). The candidate will be part of a team working on the intersection of air pollution, climate change and human health and play a central role in supporting Health Care Without Harm’s work in India. The candidate will work with the program, development and finance team on different deliverables and projects as requested by the India Programs Manager and will collaborate in the project management and amplification of other deliverables.


Organizational Overview

Health Care Without Harm seeks to transform health care worldwide so the sector reduces its environmental footprint and becomes a leader in the global movement for environmental health and justice. Health Care Without Harm (HCWH) works with hospitals, health systems, health professionals, NGOs, ministries of health, and United Nations organizations to achieve its mission. It has offices in the European Union, United States, and Southeast Asia, a dynamic program in Latin America and partner organizations in Australia, Brazil, China, India, Nepal and South Africa. Its Global Green and Healthy Hospitals Network has over 1,500 members in 72 countries who represent the interests of more than 43,000 hospitals and health centers.

Health Care Without Harm and its partners in India have been working collaboratively for several years to engage the Indian health sector to be an active and persuasive voice about how dirty energy harms human health and how a transition to clean energy can protect health. This work has made air pollution a primary focus, and also includes an array of interrelated areas, including climate change, green hospitals and sustainable procurement.

Position Description

The MEL Officer is responsible for all aspects of project monitoring, evaluation, and learning of Health Care Without Harm’s growing portfolio of work in India. Working with HCWH partners in India, as well as HCWH staff around the world, the MEL Officer will help in funder communication of HCWH’s India activities via HCWH’s Indian partner organizations. The MEL Officer will provide strategic inputs to India partners organization in developing long term project strategy and work closely in execution of the same.

Requirements:

Primary Objective

  • Development of a research agenda that can allow us to communicate the benefits of our air pollution work.
  • Working closely with India partners, the International Climate Director, International Climate Coordination Team and HCWH Global staff, support the implementation of HCWH’s India program activities, which may include:
    • Development of a research agenda that can allow us to communicate the benefits of our air pollution work.
    • Work with the Communication Officer to inform India stakeholders of the impact of the project.
  • Development of indicators, reference sheets and data collection tools, while establishing a process for internal and external reporting.
  • Ability to make an independent judgment based on set criteria and benchmarks.
  • Ability to manage programmes and projects with a focus at improved performance and demonstrable results.
  • Provide additional administrative and project management support as required.
  • Work with the Communication Officer to inform India stakeholders of the impact of the project.
  • Ability to anticipate funder’s upcoming needs and concerns.
  • Ability to provide managers and key stakeholders with regular feedback on the consistency or discrepancy between planned and actual activities and programme performance and results.
  • Develop a MEL plan in collaboration with India partners based on the objectives of the project, including key performance indicators and assessment of MEL capacity of India-partners.

General Responsibilities:

  • Work across multiple time zones and/or outside of normal working hours as necessary. Must be able to accommodate time zones in Europe and on the East and West coast of the US.
  • As part of a global team and an international network, navigate the cultural differences between India, the U.S. and other countries as a central part of this position.
  • All other duties as requested and needed to meet organizational needs.
  • Apply discretion and cultural sensitivity throughout all working relationships, networking activities, and public appearances as a representative of Health Care Without Harm.
  • Travel, particularly within India (and potentially internationally), several times a year. The position will require approximately 15-20% travel depending on where the candidate is based.
  • Communicate with colleagues through regular reporting by email, teleconference, Slack, and occasional face-to-face meetings.

Qualifications

The ideal candidate will be/have:

Administrative and project management competency:

  • Excellent coordination and project management skills and experience, particularly with regard to program quality, risk management, administrative compliance, and funder/donor reporting, with a proven track record in these areas;
  • Excellent data analytical skills and interpretation;
  • Demonstrated work experience in health-related monitoring framework or implementation will be advantageous;
  • Discretion, confidentiality, and excellent professional and managerial judgment;
  • Highly organized with strong attention to detail;
  • Proven ability to effectively coordinate stakeholders and resources for a common purpose;
  • Excellent written and verbal communications skills.

Cultural competency:

  • Strong understanding of Indian cultural context, with experience living and/or working in India;
  • Ability to navigate between Indian and other cultures (e.g., Southeast Asian, European, North American, and South American) with ease and fluidity.
  • Oral and written proficiency in Hindi and/or one or more Indian regional languages (e.g., Tamil, Gujarati, Punjabi, etc.);

Relationship and communication competency:

  • Ability to take a risk management and compliance approach, balanced with the ability to empower and support partners and staff directly implementing projects and programs.
  • Ability to tackle difficult issues, manage challenging or complex relationships, and convey learnings and experience in a constructive, collaborative, and results-driven way to various individuals and teams;
  • Mature networking and relationship building skills;
  • Proven ability to communicate effectively, both verbally and in written form, for internal and external communication to a wide range of audiences, and for the development and review of grant proposals, briefing documents, etc.;

Education:

  • Preferred education and/or working experience in relevant issues such as air pollution, climate change, environmental justice, public health, health policy and management, etc.
  • Minimum of 5 years’ experience working on developmental solutions.
  • Bachelor’s degree in public health, statistics or social sciences field or combined experience/education as a substitute for education.

Other qualifications:

  • Highly motivated and adaptable self-starter with the ability to work effectively within a complex NGO, with quickly growing needs and remote team environment;
  • Commitment to the investment in, and empowerment of, HCWH staff and partners in India and globally.
  • Ability to travel up to 20% of the year;

Knowledge and experience with the following programs and platforms are required:

  • Proficiency in using statistical software and data management tools.
  • Microsoft Office Suite.

Job-Specific Competencies Required:

  • Solid experience managing MEL frameworks (including Theories of Change and results frameworks) and implementation for large international projects and programmes.
  • Experience designing and managing external evaluations for useful, action-focused learning outputs.
  • Experience creating a culture of - and mechanisms for - openness and learning across a team of multiple partners and geographies.
  • A strong understanding and experience of embedding equity in MEL approaches.
  • Engages with Health Care Without Harm team members and India partners to develop MEL plans and lead funder reporting for the same.
  • Strong data analysis skills and experience, specifically in MS Excel.
  • Project management: works with the global development team to manage projects, reports, and products developed by the India Partners.
  • Some experience of various MEL tools and approaches such as outcome harvesting, most significant change, participatory evaluation alongside experience/understanding of quantitative MEL tools and approaches
  • Demonstrable experience synthesizing learning from large volumes of data and communicating in a clear and structured manner.
