Summary This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Pacific Islands Fisheries Science Center, Protected Species Division with one vacancy located in Honolulu, HI. Responsibilities As a Marine Biologist, some of your duties will include:


  • Assist with research and field operation planning, administrative and other needs to conduct field operations, outreach and other interactions with Federal, State and local partners throughout the Pacific Islands Region (PIR), including Hawaii, American Samoa, Mariana Islands, and the Pacific Remote Islands Area (e.g., Palmyra, Johnston, Wake Islands). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZP-2 is equivalent to the GS-7/9; however, this vacancy is being announced at the GS-7.
  • Relocation/recruitment incentives are authorized.
  • Support work for research on cetaceans, marine turtles, or monk seals through field operations (including but not limited to research at sea).
  • Must be able to: bend, stoop, and lift up to 40 pounds unassisted; satisfy all requirements to go into the field for up to eight weeks (not necessarily consecutively) aboard research vessels and small boats, kayaks or jet skis; work on uneven surfaces; ascend and descend ladders; and work outdoors in potentially harsh/hazardous weather conditions.
  • Must possess a valid driver's license for activities that may include attending meetings, visiting research sites, conducting field activities and preparations, participating in stranding responses and trailering boats. Qualifications Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: EDUCATION: Degree: Biological sciences, agriculture, natural resource management, chemistry or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. AND SPECIALIZED EXPERIENCE: In addition to meeting the basic requirement applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify for the ZP-2 or GS-7 One full year (52 weeks) of specialized experience at the ZP-1 or GS-05 grade level or equivalent pay band in the Federal service. Specialized experience MUST include all of the following: Assisting with maintenance of inventories or databases. Assisting with scientific mission planning, field data collection, and data preparation. OR SUBSTITUTION OF EDUCATION: One (1) year of graduate-level education or Superior Academic Achievement (SAA) as demonstrated by a bachelor's degree in a related field from an accredited college or university with one of the following (NOTE It is your responsibility to ensure your application clearly states how you meet one of the provisions below): a grade point average (GPA) of 3.0 or higher based on a 4.0 scale for required courses completed in a major field of study, or those courses completed in a major field of study during the last two years of undergraduate study; and class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; membership in a national Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. OR COMBINATION OF EDUCATION AND EXPERIENCE: Combination of education and experience to where you have the experience described above, but less than one year, and have more than two years of education but less than the required duration. To compute the percentage, divide your total months of qualifying experience by 12, then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. NOTE: You must attach a copy of your transcripts. Education Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States. College Transcript: Submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of transcripts at the initial phase of the application process. If course content cannot be easily identified from title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at time the course was taken. NOTE: Your college transcript is used to verify successful completion of degree, or college course work. An official college transcript will be required before you can report to duty. Additional Information Well-qualified for CTAP and ICTAP eligibility includes those candidates who have been determined to exceed minimum qualifications for the position by attaining at least a rating of 85, but otherwise may or may not be among the highly or best-qualified candidates. ICTAP applicants MUST submit the following documents: A copy of your RIF separation notice; notice of proposed removal for failure to relocate; notice of disability annuity termination; certification from your former agency that it cannot place you after your recovery from a compensable injury; or certification from the National Guard Bureau or Military Department that you are eligible for disability retirement; A copy of your SF-50 "Notification of Personnel Action" documenting your RIF separation, noting your positions, grade level, and duty location, and/or Agency certification of inability to place you through RPL, etc; A copy of your latest performance appraisal including your rating; and Any documentation from your agency that shows your current promotion potential.
