The Procurement Manager is responsible for the leading and directing experience procurement personnel with the plans and implementation activities related to the procurement of raw materials, goods and services. The individual in this roles shall work to make significant improvements to enhance job performance, conduct investigations to understand root cause of problems, manage teams with a focus on policy and strategy, and supervise the analysis and interpretation of engineering drawing/schematics to understand the procurement and manufacturing requirements. Examines bids and awards, and assist buyers with discussions and negotiation with suppliers. Reviews proposals, analyzes trends, and supervise the buyers maintenance of necessary records pertaining to bid packages. Follows applicable anti-corruption ethics, laws, and regulations. Management and leadership knowledge in the procurement processes of military grade products, International Traffic in Arms Regulations (ITAR), Federal Acquisition Regulations (FAR) and Defense Acquisition Regulations (DFAR). Broad experience purchasing, custom metal fabricated parts, vacuum brazed chassis, 3D Models, and / or complex electrical components and assemblies.

• Perform lead time analysis and develop strategies to reduce lead time where required.
• Identify material constraints and develop/execute risk mitigation plans to reduce overall Program risk.
• Requires management and leadership knowledge of job area and comprehensive knowledge within the professional discipline typically obtained through advanced education combined with experience.
• Knowledge of FAR/DFAR, ITAR, EAR, and other related requirements
• May manage large projects or processes that are inside and outside immediate job area with general oversight that contributes to the department planning efforts (budgets, operational plans, etc.).
• Explain, interpret, and gain cooperation on policies, procedures and practices

Basic Qualifications:

• Bachelor’s Degree and minimum 9 years of prior relevant experience or Graduate Degree and a minimum of 7 years of prior related experience.

Preferred Qualifications:

• Experience communicating with outside functions to explain and influence changes to policies, practices, or approaches.
• Experience managing large projects and processes that are both inside and outside of the immediate job area
• Experience leading and directing experience professionals, lower level supervisors, or associate managers.
