Job Description

Reporting to the Director-Technology, Research and Development, the Manager-Information Technology (IT) will plan, coordinate and oversee IT operations within HFSC. The incumbent is also accountable for the security of the organizations information systems, including cybersecurity concerns. He/she provides direct leadership to the daily operations of information technology and information systems activities, partnering with forensic and support section managers to determine, implement and continually enhance information needs for the organization. The incumbent manages and monitors workassignments and job performance of assigned personnel, providing training, guidance, and support. Specific duties include, but are not limited to:
  • Provide direct oversight of the Information Technology (IT) section, planning, directing, and implementing programs and activities.
  • Manage/complete other projects, tasks or responsibilities as assigned.
  • Oversee data management vision and implementation of workflows to allow appropriate digital access to information and evidence.
  • Provide subject matter expertise and leadership in the establishment of organizational priorities for technology needs, as well as security projects and enhancements.
  • Ensure compliance with auditable constraints of technology utilized by HFSC, such as CJIS and other systems provided by the Houston Police Department (HPD), FBI, etc.
  • Create and implement appropriate tools to collect productivity data, analyzing the data to continually enhance turn-around-time and client satisfaction.
  • In support of corporate and division goals, develop and implement section objectives, strategies, and execute plans.
  • Work seamlessly with section leadership to adapt, recommend, and ensure appropriate implementation and maintenance of software and hardware systems specific to individual disciplines.
  • Prepare section budget for approval by the division director, ensuring that approved budget objectives are met.
  • Ensure on-going maintenance and training to ensure reliability of all HFSC systems, including, but not limited to, Laboratory Information Management Systems (LIMS), Office 365, security systems, HFSC website, and individual HFSC computers and cell phones.
  • Manage IT vendors, contracts and service level agreements and perform vendor risk assessments.
  • In partnership with Director-Technology, Research and Development and Human Resources, select qualified direct reports.
  • Supervise assigned division staff member(s), assigning tasks, monitoring performance, and providing meaningful performance feedback and development opportunities, supporting a culture that promotes efficiency, customer service and continuous quality improvement.
  • Function as liaison with HPD and external vendors on information systems, information technology and security matters, effectively leading projects as appropriate, and recommending solutions that meet HFSC's strategic vision within budget constraints.
Required Experience
MINIMUM EDUCATION REQUIREMENTS
  • Bachelors degree in information technology or a related field required; masters degree strongly preferred. Direct, relevant experience may be considered in lieu of the degree.
  • Project Manager Professional (PMP) Certification highly desirable.
  • Certification(s) in one or more Information Technology functions preferred.
Minimum Experience Requirement
  • Minimum ten years applicable experience in the information technology/information systems field.
  • Minimum of three years leadership experience. Leadership experience may include project or team leadership.
Knowledge And Skills Requirement
  • Microsoft Office Outlook, Word, Access, Excel, and PowerPoint required; Power BI is a plus.
  • Microsoft Government Tenant Platform including Azure, Exchange, SharePoint, and OneDrive preferred.
  • Ability to effectively manage change and transition.
  • Business Continuity and Disaster Recovery mitigation and response.
  • Record of successful system leadership in a technical or scientific industry; experience in a forensic science organization is a plus.
  • Laboratory Information Management Systems (LIMS) or similar systems preferred.
  • Demonstrated character and integrity above reproach; must be seen as credible by all stakeholders.
  • Texas drivers license with a good driving record; ability to travel to off-site locations utilizing personal transportation (License may be obtained after hire within state requirements).
  • Ability and willingness to work evenings and weekends as needed
  • Superior communication and interpersonal skills.
  • Excellent working knowledge of all areas of IT including network administration, IT security, system analyst & architecture, and user support.
