The State of New Hampshire, Department of Information Technology, Agency Software Division - Dept of Education has a full time vacancy for an IT Manager IV.

SUMMARY :

Determines and directs the preplanning, planning, development and implementation phases of the Department of Education's (DOE) and any other assigned agency's current and long-term software and hardware needs. To manage information technology programs, supervise assigned professional staff, help train assigned new IT Leaders and to manage daily operations, including coordination of related technical resources. Oversee the development and refinement of information systems policies to increase the efficiency of agency operations.

RESPONSIBILITIES:

Interfaces with all levels of the DOE (and any other assigned agency) and the Department of Information Technology (DoIT) management to ensure proper application of Information Technology (IT) activities. Participates as a key member of the DOE Steering Committee - The Expanded Cabinet or with other assigned agency senior management staff.

Acts as the lead IT liaison between the DoIT and the DOE staff (or any other assigned agency staff). Communicates and coordinates statewide on IT related activities.

Assigns work or projects to software development staff, technical support specialists, and database administrators on priority, staff skills and availability. Works with all groups of DoIT staff to ensure statewide or Agency IT related activities are completed.

Approves or rejects assigned staff leave and overtime. Performs employee evaluations and reviews employee work.

Analyzes, identifies and recommends training needs and/or tools for improved productivity of development, technical, and database administrator staff.

Coordinates the creation the Agency Information Technology Plan (AITP) with the DOE (or any other assigned agency).

Analyzes existing business processes and workflows as they relate to information processing systems and procedures. Designs improved approaches and coordinates overall implementation within the AITP's.

Delegates' functions or delegates appropriately project management and lead systems development by setting direction on projects, implementing standards and providing/conducting formal written project plans.

Sets work schedules and project timelines through formal project planning.

Evaluates, recommends, and procures appropriate hardware and software consistent with the DoIT standards and as indicated within the AITP for assigned agencies.

Reviews and edits the IT Request for Proposals (RFP's), Request for Information (RFI's) and IT contracts on behalf of the DOE (or any other assigned agency) . Is part of the evaluation team and/or assigns staff to review and select vendors as a result of the RFP process.

Responsible for leading the effort for creating and maintaining the DOE DoIT budget (or any other assigned agency).

MINIMUM QUALIFICATIONS:


Education : Bachelor's degree from a recognized college or university. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience : Nine years of experience in information technology or data management, four years of which shall have been in a management capacity. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification : Must be eligible to hold a valid New Hampshire driver's license and have access to transportation for use in statewide travel.
