The Manager, HVAC & Controls, position exists to provide a safe and healthy environment where members of the campus community can pursue their diverse institutional goals and objectives. They are directly responsible for daily service, repairs, maintenance, and operation of campus HVAC and building automation systems, as well as specialized temperature control equipment. They oversee seven (7) technicians, as well as outside contractors, temporary workers, and student labor. Their primary objectives are to maintain thermal comfort, ensure indoor air quality, perform maintenance, make repairs, improve reliability, and reduce energy consumption.
Primary Accountabilities:
1. Daily Operations
a. Monitor, troubleshoot, and provide insight for installation and repair of heating, ventilation, air conditioning and refrigeration systems including plant and facility chillers and associated subsystems.
b. Monitor, troubleshoot, and provide insight for installation, repair, calibration and maintenance of building management, meters (electrical, flow, BTU, etc.), and industrial control systems associated with efficient building operations and automated industrial machinery operations including boilers, chillers, and related equipment.
c. Set up and calibrate installed or repaired equipment to operate within prescribed specifications.
d. Implement procedures and prioritize resources to ensure building operating efficiency is optimized.
2. Lead and Supervise HV AC/Controls Team
a. Display leadership that results in teamwork, customer focus, innovation, and continuous process improvement within their organization
b. Oversee and manage budget to ensure operations within allocated resources.
c. Ensures productivity of staff with broad discretion to schedule employees for efficacy as related to assigned work.
d. Evaluate, train, coach, and mentor employees.
e. Manage and maintain records and data entry related to payroll for assigned employees.
f. Coordinates the acquisition of supplies and materials to complete work activities via shop stock, warehouse, storeroom and/or local suppliers. g. Comply with all laws, University policies and procedures, safety regulations and Collective Bargaining agreement.
h. Represent Facility Management’s interests in building matters with senior administrators, faculty, union officials, governmental officials, regulators, contractors, architects, engineers, project managers, energy purveyors and others.
i. Develop shop work and safety rules specific to area supervised and assist in development of departmental policies and procedures.
j. Serves as duty officer/technical support on scheduled basis to manage after hour emergency situations.
3. Technical Assistance
a. Advise/Review plans for building construction and renovation projects; makes recommendations on building systems and appropriate technology to ensure efficient facility maintenance and operations.
b. Review and recommend maintenance supply and equipment purchases to ensure efficient facility maintenance and operations.
c. Utilize the Computerized Maintenance Management System (CMMS), within the department’s approved processes and procedures, of listed lower-level managers and teams. 4. Examine work orders and converse with customers and technicians to detect equipment problems and implement corrective actions.
a. Update CMMS records to accurately and timely capture labor and materials costs
b. Review pertinent building operation & maintenance data and adjust work processes to optimize efficiency and costs of the organization.
c. Manage the execution of small contracts for Maintenance & Operations; Ensure contracted work is fully complete and meets the needs of the campus community.

Directly supervisors five (5) HVAC/R Technicians and two (2) Senior Automation Controls Technicians. May also supervise contract, temporary, and student employees. Possess a strong personal desire for improvement; and the desire to motivate HVAC technicians to be better tomorrow than they are today. Work with other departmental managers to meet company and departmental goals and objectives.

This position involves traveling throughout the University and campus and could, on occasion, require bending, reaching, kneeling, crouching, crawling, standing walking, pushing, pulling, lifting, talking, and hearing. Must be able to spend prolonged periods of time working on an office PC; must be able to work under deadlines. Required to observe conditions of mechanical equipment. Manager may be subject to drug screening and background checks at any time during employment, able to occasionally drive a university vehicle, work evening and weekends as needed, and meet attendance standards.

Minimum Qualifications
  • Associate’s degree, or vocational or technical school degree in HVAC/Engineering Tech or related.
  • A minimum of 6 years of work-related experience
  • A minimum of 3 years of supervisory or managerial experience

An equivalent combination of education and experience may also be considered.

Must possess an EPA Universal Refrigerant License and be able to obtain Ohio Stationary Engineer Licenses (High Pressure Steam and Engineer) within one year of employment. Must also possess valid Ohio driver’s license and be able to obtain and maintain Ohio University’s Certified Driver status. *

Pay Rate
The hiring range for pay grade 19 is $68,299 – $117,127 and the target salary range for this position is $68,299 – $80,252. Salary is commensurate with education and experience, while also considering internal equity.
