Job Description
The National Urban League seeks a dynamic, energetic, and results-oriented individual as the Manager, Compliance.


The Manager, Compliance will work closely with the Program Director in managing the Urban Seniors Jobs Program (federally known as the SCSEP grant). Under the direct supervision of the Director, the compliance manager will ensure that all seven grantees under the USJP portfolio operate within federal requirements and National Urban League standards. The USJP Manager will monitor quality assurance and optimal data integrity. By first immersing themselves in the program’s policies and standards, he/she will develop subject matter expertise that will guide and foster best practices amongst the USJP portfolio. Additionally, the program compliance manager will conduct both federally required and need-based audits periodically throughout the year. Via comprehensive and thoughtful analysis, the Manager will inform updates and improvements to current policies, procedures, and practices. As it relates to improving current systems, the Manager is expected to develop strategies and tools to help ensure that all Affiliates are best positioned to meet or exceed compliance targets.


  • Responsible for analyzing, communicating, and providing technical assistance and support to affiliate staff on grant responsibilities and requirements.
  • Share and collaborate best practices with divisional and departmental teams to support alignment and information sharing.
  • Reviews and assesses affiliate systems and workflows for federal compliance and program efficiency.
  • Maintains and updates program documents, manuals, and other guides to reflect changes in program delivery, procedures, and/or policies.
  • Other duties and responsibilities, as assigned by the Director.
  • Delivers training to affiliate staff as needed to help assure staff remain knowledgeable, confident, and informed about compliance standards.
  • Reviews and designs program tools and forms to serve as reference guides for the USJP affiliate network. Leads development of other products to ensure compliance with DOL regulations, grant provisions, and program objectives.
  • Monitors data entry and program documentation for both electronic and physical files by conducting regular reviews and desk audits.
  • Assess affiliate compliance with NUL and DOL requirements through annual on-site visits, desk audits, and data validation audits.
  • Guides USJP affiliate network in the development of and adherence to systems and processes that promote efficiency, uniformity, and compliance.


Education


  • Bachelor’s degree required. Master’s preferred.


Experience


  • 3-5 years of workforce development experience.
  • Prior experience with federal grant compliance and monitoring is a plus.
  • SCSEP experience a plus.
  • 3 years of Project Management experience required.


Skills and Knowledge


  • Position is hybrid.
  • Strong attention to detail is required. This role requires regular audits and file reviews. Attention to detail and ability to sustain.
  • Strong technical skills desired.
  • Demonstrated dependability, maturity, and initiative.
  • Ability to travel 15% of the time.
  • Must have a solution-focused approach. The ability to identify gaps and bottlenecks in processes and develop a solution is essential to success in this role.
  • Must be systems-minded. This position will be heavily focused on creating systems and processes that have compliance requirements embedded within.
  • Must be able to work as a team member and independently. Being self-directed/autonomous yet contributory and committed to the overall program’s success is important to this team and this role.
  • Ability to communicate feedback, both written and verbally, in a clear, valuable, and actionable manner
  • Ability to write, and analyze data for reports, and function in a supervisory capacity.


Physical Requirements


  • Must be able to lift up to 15 pounds at times.
  • Prolonged periods sitting at a desk and working on a computer.
