Job Description

The Manager, Accounting will be responsible for overseeing the financial operations’ functions and services provided by the Financial Accounting and Reporting department. The Financial Accounting and Reporting department is responsible for the accounting and reporting over all of GEHA’s federal contracts and subsidiaries, in addition to the overall consolidated financial statements. GEHA is a subcontractor for the United States government through the Office of Personnel Management (OPM). Currently, there are three OPM contracts, each of which has separate regulatory reporting requirements throughout the year. Additionally, GEHA has three wholly owned subsidiaries which are presented in the consolidated financial statements.
SKILLS
Duties and Responsibilities
  • Responsible for providing the renewal information for the property/casual/cyber insurance corporate insurance policies annually.
  • Prepare and analyze financial statements, budgets, and forecasts to help inform decision-making and financial planning.
  • Maintaining the statistics and ensure proper system calculation of the monthly allocations between the contracts and entities. Ensure quarterly time studies are performed as part of the allocation statistics.
  • Develop and maintain the financial reporting systems, ensuring they are accurate, efficient, and scalable.
  • Develop, implement and maintain financial policies, procedures, and internal controls to ensure compliance with all applicable accounting standards and regulations.
  • Manage tax compliance, including review and filing of tax returns and ensuring compliance with all relevant tax laws and regulations.
  • Preparation of audited financial statements for consolidated and regulatory basis financials, health and welfare benefit plan, and oversees the audit relationship and PBC lists.
  • Oversee, direct, and ensure the integrity of the month-end, quarter-end, and year-end GAAP and regulatory financial reporting, ensuring accuracy and compliance with professional and regulatory standards while adhering to strict deadlines. Additionally oversees monthly general ledger closing process in accordance with established departmental timelines.
  • Leads, manages and develops a team of four Senior Accountants and oversees the operations of the Financial Accounting and Reporting department, including the design of an organizational structure to achieve the department goals.
  • Responsible for supplying the financial and disclosure information to the external tax accountants for the preparation of the GEHA, Inc. and GEHA Holdings, Inc. federal and state tax returns, Form 990 and Form 990T.
  • Responsible for review of the internally prepared Form 5500’s for GEHA benefit plans.
  • Determines general ledger components necessary for maintenance of Workday financial system including ledger accounts, cost centers, spend categories and dispositions. Ensures appropriate changes are made in accounting software as business needs dictate. Performs testing of changes made to verify accurate setup.
Reporting Relationships
  • Primary contacts include GEHA management and various outside vendors, the external auditors and GEHA Internal Audit.
  • Reports to Director, Accounting and External Reporting.
Job Qualifications
  • Requires a Bachelor’s degree in Accounting, Finance, or Business Management (Required)
  • Familiar with U.S. GAAP and strong analytical skills and a sound understanding of accounting principles and controls
  • Requires seven years of accounting experience, two or more years of management experience
  • Time management skills with strong attention to details; ability to handle multiple tasks simultaneously and meet assigned project deadlines in a timely manner
  • Must have knowledge of GEHA's affirmative action policy and make decisions regarding employment, promotion and termination of employees, which comply with its principles
  • Requires knowledge of ERP systems (Workday Financial knowledge preferred)
  • Excellent communication skills to interact with varying levels of management and staff
  • Licensed CPA (Preferred)
  • Experience overseeing preparation of Form 990 and Form 990-T (Preferred)
  • Requires advanced knowledge of Microsoft Excel and Microsoft Word
Working Conditions
Primarily remote. There may be some meetings which require in person attendance in the corporate offices such as meeting with external auditors, team strategy planning, etc.

The annual base salary range for this position is $101,210 - $141,791 USD.
