Job Description
Overview:

Eagle One Solutions, Inc., a Chenega Professional Services’ company, is looking for a Management Consultant, Acquisition Management, to provide full life-cycle acquisition support to USAID M/CIO to ensure the agency efficiently achieves its mission objectives through the use of Information Technology. USAID relies heavily on the availability of Information Technology (IT) systems and infrastructure to serve nations around the globe. The Management Bureau, Office of the Chief Information Officer (M/CIO) delivers the necessary tools to enable individuals at headquarters and in the field to focus on completing the USAID mission. The M/CIO is responsible for providing IT systems and infrastructure to our Agency customers.

This individual shall assist in the planning, solicitation, negotiation, award, administration and closeout of contracts, grants, cooperative agreements, and interagency agreements. The Management Consultant will ensure documentation is processed in a timely manner and is consistent with Federal and Agency acquisition and assistance rules, regulations, policies and procedures (e.g., the Federal Acquisition Regulations (FAR), OMB Circulars, USAID Automated Directives System (ADS), the USAID Acquisition Regulations (AIDAR), Office of Acquisitions and Assistance Contract Information Bulletins (CIB), Office of Acquisition and Assistance Administrative Memoranda (OPAM), Office of Acquisition and Assistance Procurement Executive Bulletins (PEB), Acquisition and Assistance Policy Directives (AAPD).

Responsibilities:
  • Ensure timely submission of required deliverables;
  • Assist Contracting Officers in the negotiation of specific cost, fee or profit, and technical issues;
  • Conduct post-award conferences;
  • Exercise award options and modifications to contracts, and resolve problems;
  • Automated Directives System (ADS) Review - Assist with the review of applicable ADS Chapters and provide recommended revisions as necessary.
  • Assist with contract terminations as needed, including preparation of cure or show cause notices to correct severe performance deficiencies;
  • Assist the Government in determining the proposal(s) that is in the Government's best interest from a cost and technical standpoint;
  • Perform cost or price analysis on proposals that involve contract changes, indirect rate agreements, and settlements;
  • Prepare the government negotiation position;
  • Assist in the evaluation of contractor proposals, including the preparation of formal source selection plans and justifications for sole source contracting;
  • Negotiate contract modifications, terms and costs of changes;
  • Establish a competitive range for purpose of conducting negotiations; if necessary;
  • Prepare required pre-award materials for review and approval of the Contracting Officer;
  • Monitor contractor's financial condition, compliance with labor and industrial relations matters, use of government property, and small and minority business mandatory subcontracting programs;
  • Conduct cost and price analysis of submitted proposals;
  • Analyze claims and negotiate final settlements;
  • Determine costs/prices allowed and approve or disapprove contractor's request for payments;
  • Close out awards, monitoring delivery of the contract end items and inclusion of final reports and clearances;
  • Prepare findings of fact and recommend decisions under the Disputes clause to the Contracting Officer;
  • Assist in the de-commitment and de-obligation of excess funds in awards and prepare them for close-out;
  • Determine contractor compliance with Cost Accounting Standards and Disclosure Statements, if applicable;
  • Determine the financial and performance capability of the offerors/recipients;
  • Review contractor's management system, compensation structure, insurance plans, and purchasing system; review proposed subcontracts and consent requests;
Qualifications:
  • Skilled at balanced score care implementation; ability to measure and work with metrics
  • Knowledge of program control and financial analysis
  • Knowledge of, and previous experience within, the federal sector.
  • Knowledge of, and experience with, contracts management
  • Minimum of a Bachelor’s degree in Business Administration, Finance, Accounting, or another relevant discipline
  • Minimum of 4 years’ experience in a similar role supporting a federal agency required.
  • Executive and political savvy
  • Ability to perform analysis and verification of solutions within the IT environment
  • Possesses a blend of IT expertise with business skills/financial analysis skills
  • Must have demonstrated experience with large project management.
  • Knowledge of, and previous experience with, federal IT acquisitions and services.
  • Master’s degree preferred.
  • Ability to manage large projects.
  • Ability to map analytics back to critical project success factors/SSO (Statement of Objectives)
  • Demonstrated strong interpersonal, collaboration, and organizational skills
