Job Duties

The Virginia IT Agency (VITA) is seeking an IT Strategy Consultant. This position will provide management of IT Investments and strategic planning for assigned agencies using IT Investment Management (ITIM). ITIM is a management process that provides for the pre-selection (identification), selection, control and evaluation of business need-driven information technology (IT) investments across the investment lifecycle. ITIM uses structured processes to minimize risks, maximize return on investments, and support Commonwealth agency decisions to maintain, migrate, improve, retire or obtain IT investments. In addition, ITIM establishes a common language for the Commonwealth to identify and select IT investments that are strategically aligned with the Commonwealth’s IT mission, goals, and objectives and define their business value. ITIM also establishes processes to evaluate and prioritize these Commonwealth investments and effectively manage change.

Minimum Qualifications

• Qualification as a Commonwealth Project Manager for major IT projects, or the documented training and experience to successfully complete Commonwealth PM testing and qualification within 90 days of hiring. An equivalent combination of training and experience indicating possession of the preceding skills, knowledge and abilities may substitute for the education requirements.
• Demonstrated ability to communicate effectively both orally and in writing; to draft technology plans, policies, standards, and guidelines; and, to establish and maintain effective working relationships.
• Demonstrated ability to analyze technology related issues and develop solutions and recommendations for appropriate action.
• Knowledge of strategic and tactical planning, research and evaluation techniques, IT investment management, program and project management, policy development; current information technologies, particularly capabilities and trends in enterprise business and technology architecture.
• Graduation from an accredited college or university with course work in information systems, computer science, public administration, business administration or a related field.
• Some experience with or an understanding of enterprise business architecture.
• Some experience in strategic and tactical planning, program and portfolio management, and policy development for medium to large organizations in the private and/or public sector.
• Experience in the planning and implementation of investment business cases and information technology projects, and in the review and evaluation of such investment business cases and projects.

Preferred Qualifications:

• Experience with IT enterprise portfolio management and Power BI a plus.
• Graduation from a four-year accredited college.
• Completion of CMI Training.
