Job Description
What You Will Do
MSS Institutional Facilities is seeking a Work Execution Manager to join our portfolio. Institutional Facilities is responsible for 200+ occupied facilities and 800 structures throughout the Los Alamos National Lab in addition to Santa Fe. The portfolio is comprised of office space, leased space, fire stations, parking garages, historical buildings and high-performance computing. The desired candidate must have a strong background in maintenance, in addition to working knowledge of Conduct of Maintenance, Conduct of Operations, and Conduct of Engineering to successfully drive long-range strategic planning process for maintenance by overseeing and managing the design, planning, modification, and maintenance of equipment, machinery, and facilities. Responsibilities will include: work planning, budgets, and schedules of facility modifications including estimates on equipment, labor, materials and other related costs. As well as design and develop organizational policies relevant to facility maintenance activities while ensuring common processes and procedures are utilized by deployed groups. This position will provide technical leadership and management for the MSS-IF work execution team by working closely with the Maintenance Manager.
The responsibilities of this Work Execution Manager include, but are not limited to, the following:
  • Provide oversight on job activities to help ensure that jobs are being executed safely, securely, and compliantly
  • Implements the conduct of maintenance program at facilities.
  • Develops and administers organizational policies relevant to facility maintenance activities.
  • Ensures proper communication to employees and other organizations on the implementation of facility maintenance and management policies, procedures and practices.
  • Assist with development of IWDs and other technical documents to support programmatic and project work
  • Assist with development and coordination of Plant/System Outages to support Project Work
  • Oversees subcontracted and/or in-house facility maintenance services.
  • Manages the development of plans and budgets for maintenance activities and facility modifications.
  • Understands and implements Integrated Safety Management (ISM) line management responsibilities for their organization including but not limited to integrating safety into every task, pausing/stopping work, modeling exemplary behavior, fostering open communication, engaging workers in the field, rewarding positive behavior and addressing deficiencies through accountability. Integrated Safety Management (means worker health and safety, environment, security, and quality) is a primary responsibility for all Laboratory employees and managers.
  • Coordinate the integration of project work in the IF schedule
  • Coordinate/forecast the need for additional craft resources in time to be able to obtain those resources on or before the need date, and identification of excess resources in time to be able to reallocate them as soon as they can be released
  • Provides input for budgets; reviews applicable segment of budgets in relation to facility objectives to ensure cost effectiveness.
  • Manages the design, planning, and maintenance of equipment, machinery, buildings, and/or other facilities.
  • Other duties as assigned
  • Coordinate facility and programmatic resources to support Project Work
  • Responsible for all aspects of personnel management, including but not limited to: managing headcount, forecasting and budget(s) associated with group, directing assignments, employee hiring and on-boarding processes, providing continuous performance management and feedback to further develop staff including annual performance discussions, identification of growth opportunities and ensuring proper team recognition and appreciation.
  • Provide oversight of the Institutional Facilitates portfolio Maintenance activities and staff (e.g., superintendents, craft, and life safety workers).
  • Defines and recommends organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
  • Authorize, or defer, maintenance and construction activities based on facility status
  • Assists in investigating events to identify the root cause and assist in implementing appropriate corrective actions.
  • Lead/Support the Plan of the Week & Plan of the Day meetings
  • Manage and coordinate the proper response to abnormal conditions and submit reports IAW institutional guidelines

What You Need
Minimum Job Requirements:
  • Demonstrated skill in the preparation and presentation of oral and written reports.
  • Demonstrated experience and skill in identifying problem areas, investigating alternative solutions, and determining action to be performed on problems affecting maintenance and site services programs and processes.
  • Extensive knowledge of government regulations affecting maintenance and site services.
  • Knowledge of the Laboratory's organizational structure.
  • Demonstrated ability to utilize and manipulate a computerized work management system in maintaining and tracking project activities.
  • Extensive knowledge of and experience with facility management including systems engineering design and maintenance, configuration management programs, work control, facility control systems, and upgrades and renovations.
  • Extensive knowledge of facility policies and procedures.
  • Extensive understanding of work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures.
  • Demonstrated experience and skill in management, supervision, and human resources administration of assigned employees.
  • Demonstrated ability to understand and interpret various physical, mechanical, and electrical documents, drawings, and schematics.

Education/Experience: Position requires a bachelor's degree and 5 years relevant experience, or an equivalent combination of education and relevant work experience.
Desired Qualifications:
  • Demonstrated experience and understanding of the following aspects of operations management as applied to a Low Hazard Facility: systems engineering, work control, hazard identification and analysis, formality of operations, safety basis, configuration management, maintenance management, project management.
  • Demonstrated experience and knowledge of LANL maintenance policies and procedures
  • Active Q clearance.
  • Demonstrated ability to prepare and present safety and technical briefings to a diverse workforce

Location: This position will be located in Los Alamos, NM.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
