The Real Estate Services division is hiring a Property & Acquisition Specialist 5. In this role, you will be responsible for leading teams of internal staff as well as external real estate brokers and consultants to successfully complete a variety of activities such as lease negotiations, property management, appraisals, and planning. You will also be responsible for achieving identified levels of targets and goals within the scope of assigned real estate projects as measured by productivity/market competitiveness, transaction pipeline metrics, income, expense, and other performance measures that may be required from time to time.

Duties

Some of what you will enjoy doing:
Directing team members in negotiations of complex real estate transactions on a statewide basis:

  • Consulting with agency staff pertaining to project needs, availability of space, and construction timelines, occupancy dates, space management, and ADA and code requirements.
  • Negotiating, writing, and executing specialized and complex real estate transactions.
  • Writing, coordinating, and conducting final review of legal documents including Leases, Amendments, Purchase & Sale Agreements, Easements, Letters of Intent, Options to Purchase, Transfer Agreements, First Rights of Refusal, and other related documents.
  • Conducting analysis of potentially suitable properties in order to recommend the most advantageous alternative consistent with program requirement and available assets. Providing advice and making recommendations to agency management on available assets. Providing advice and making recommendation to agency management on available facilities, costs, leasehold values, liabilities, lease terms and condition, potential consolidation, and various aspects of lease administration.
  • Procuring space and negotiating new leases, renewals of leases, property exchanges, estoppels, easements, and right-of-way agreements.
  • Writing memoranda and report to management to inform, resolve and execute documents.
Planning, coordinating and monitoring lease acquisition activities requested by client agency staff, and private lessors:
  • Contracting for and managing every aspect of work which typically includes conducting site selection searches, writing proposals and contracts, requesting, and interpreting real estate appraisals, title reports, and surveys, recording of documents, coordination of legal advertising and notices; supervising preparation of all forms of real estate instruments including complex sale and purchase options, Quit Claim Deeds; bid preparation, and openings for sale of lands and buildings.
Project Management for leasing acquisition activities:
  • Implementing the project plan and ensure project adheres to the established project management guidelines to include:
    • Monitoring and controlling scope, schedule, budget, and risks,
    • Creating and maintaining pertinent project plans,
    • Leading the project through the phases of the project life cycle,
    • Reviewing/document lessons learned.
  • Reviewing project deliverables and recommendations. Ensuring project goals and objectives are met. Scheduling and facilitating all project meetings, to include Executive Steering Committee meetings.
  • Monitoring and controlling scope, schedule, budget, and risks,
  • Reviewing/document lessons learned.
  • Creating and maintaining pertinent project plans,
  • Providing oversight and management of the overall project.
  • Leading the project through the phases of the project life cycle,

Qualifications

Required Qualifications:

  • At least four (4) years of experience in real property valuation, property negotiations, public property management, selling, leasing, and buying real estate; AND
  • Valid drivers license.
  • Bachelor’s Degree involving major study in business or public administration, real estate, economics, accounting, or related field; AND

**NOTE: Additional qualifying professional level experience may be substituted, year for year, for the required education.
OR
  • One year of experience as a Property and Acquisition Specialist 4.

Preferred Qualifications:
  • Proficiency in computer usage including Microsoft Word, Excel, Power Point, MS Project, SharePoint, the Internet, and widely used real estate transaction management software such as Virtual Premise or similar systems.
  • Significant experience in lease negotiations for a major real estate portfolio.
  • Demonstrated proficiency in completing assignments in advance of established critical dates.
  • Minimum of ten years of experience in a variety of real estate transactions to include office, industrial and special-use space requirements.
  • Ability to act as a liaison between the customer’s occupancy needs, Real Estate Services and the Office of Financial Management.
  • Demonstrated ability to manage high performing teams.
  • Professional designations such as CCIM, MCR, PM, etc.
  • Ability to operate effectively in a high exposure, rapidly changing political environment.
  • Skills to communicate effectively with a broad and diverse employee, management, and customer base.
  • Experience in transaction and project management to include strategic planning and lease renewal negotiations.
  • Management and leadership experience.
  • Experience managing complex projects, identifying, and leading process improvements.
  • Ability to prioritize, balance and integrate multiple work elements, and develop and maintain cooperative relationships with a broad client base.
  • High degree of ability to work independently while directing the work of a team.
