Job Description

The Division of Technology Services (DTS) is seeking to hire a highly motivated individual to oversee application development and performance for the Utah Department of Commerce and Department of Labor.

This position may be eligible for remote work with in office time required (must live in Utah). The office location is the Heber Wells Building 160 East 300 South Salt Lake City, Utah.


This position is considered the Director of the DTS / Commerce and Labor Technical Team and will help to facilitate the setting of long and short-term strategic directions. The Director is responsible for leading the applications teams and responsible for overseeing the planning, developing, executing, monitoring and ensuring successful outcome of some of the most complex, critically important and high cost technology projects within the state.

This chosen candidate will work closely with managers and supervisors of application teams to develop and maintain software that meets the needs of the divisions and align with Commerce, Labor and DTS goals, both in terms of functionality and in meeting up-time and performance requirements.

This position will be responsible for developing recommendations to improve system(s) effectiveness, efficiency and compliance with DTS, Commerce and Labor as well as federal policies and objectives; works strategically in identifying potential systems issues; consults with management in both DTS and Commerce and Labor; assists team members with information technology needs in either designing and directing software applications or ensuring a stable and secure environment within the organization's technical infrastructure and the whole of DTS. The Director will advise and assist technical staff and business staff to further the successful completion of technology projects and will directly supervise the lead managers of the application and DevOps teams.

Example of Duties

Primary Duties

  • Work with DTS, Commerce, Labor, and state purchasing to contract for software and other resources.
  • Manage assigned personnel resources across multiple projects.
  • Coordinate with business owners to understand their needs and requirements.
  • Review projects to ensure they are meeting business needs and DTS requirements.
  • Occasionally participate in after-hours support.
  • Produce project documentation necessary to manage a portfolio of projects.
  • Drive and implement software development life cycle process improvements.
  • Develop and coordinate IT plans and policies.
  • Assist in the creation of enterprise-wide style guides and development standards.
  • Work in a matrixed team environment handling tasks from both project and support groups.
  • Other duties as assigned.
  • Work with business partners to gather requirements and define the scope of projects.
  • Develop technology road maps for development.
  • Provide direct and indirect management to a team of highly talented developers and systems architects.
  • Audit and review systems and practices to ensure compliance with procedures, regulations, and standards.
  • Lead workgroups to develop action plans for IT initiatives.
  • Monitor system performance to identify and resolve problems.
