The person in this role assists with providing vendor and contract management and administration for the agency's major outsourced systems through its primary vendor. This includes managing the vendor relationship, drafting, and coordinating the review of amendments and change orders mission-critical systems. Review and analyze contractor reports to ensure the contractor is meeting contractual requirements. Review and approve proposed system fixes by vendor. Work with executives, and system users to ensure business needs are being supported. Work with executives, business owners, and business users on prioritization of system enhancements with the terms and conditions of the contract with the vendor. Maintain detailed working knowledge of contract content and requirements, including identification of relevant contract provisions and issue spotting.

Responsibilities:
Program Relationship Management for IT Services:
- Provide IT consultation and analysis to business areas involved with and affected by the programs to ensure that program feasibility is continuously assessed and that any associated schedules and cost benefits are reported and used for iterative adjustments
- Communicate status updates, project impacts, risks, and issues to business partners and various stakeholder groups; communicate any significant changes in the project’s schedules, general issues and concerns, and overall progress to stakeholders as needed
IT Vendor Contract Development, Oversight and Relationship Management:
- Work directly with IT vendors to provide direction and support to ensure business operational needs are met and the system is operating as required by contract
- Ensuring adherence to standards, processes, strategies, goals, and objectives in meeting program operational and strategic needs
- Assist project team with understanding adherence to contractual obligations
- Work with the project team to understand contract provisions and statement of work content
- Assist with and provide detailed information for the development, review, and update of required Advance Planning Documents, ITIs, and other materials for submission to the federal government, state legislature, DAS, DOJ, and the Joint Legislative Committee on Information Management Technology
- Provide oversight of IT vendor contracts and manage vendor relationships, as needed by the program
- Work with staff to develop and present information and reporting as required by federal and state partners or as requested by other organizations
- Collaborate with IT vendors to ensure understanding of business requirements and timelines, and alignment with strategic objectives
Skills, Abilities and Knowledge:
- IT professional services contract project management for infrastructure support, application support, software development, and/or maintenance and operations CANDIDATE
- IT contract/vendor management in a government entity
- Additionally, experience in any or some of the following areas would be advantageous and helpful in this position:
- Enterprise-wide transformational system implementation
- Business process redesign and integration
- Contract draft, review, and execution
- Must be able to develop and maintain working relationships with the company's internal and external stakeholders, including the Office of the State CIO and Federal partners.
- Ability to manage multiple priorities within tight deadlines and budget.
- Proficiency to mastery in oral and written communications
- Oregon Public Procurement Code
- IT project contract experience utilizing system integrators; internal and external sources; QA partners various oversight groups
- Strong analytical skills and business acumen
- IT contract management and administration experience with contracts of 1M or greater
Requirements:
- Must be a US Citizen and US-based
- Experience in large contract
- Enterprise-level contract experience
- IT background and healthcare background would be nice.
