:
MAKE AN IMPACT - The Oregon Department of Justice is seeking experienced investigators to apply for chance to join the statewide Child Advocacy Investigations Team in our Portland Office. As a Child Advocacy Investigator (Investigator 3/non-sworn) you will be responsible for conducting a wide variety of field investigations on legal cases involving abused, neglected, and abandoned children.
In this role, you will work as part of a team and your daily contributions will make a difference in the lives of one Oregon’s most vulnerable populations. Duties are performed in a hybrid work environment which includes remote work and in-office work.
The Child Advocacy Section of the Civil Enforcement Division provides quality and timely legal advice and effective court representation to the Oregon Department of Services (ODHS) Child Welfare to protect children from abuse and neglect and to support families, allowing children to grow up in safe and stable environments. DUTIES AND RESPONSIBILITIES
This position receives referrals to conduct investigations on cases assigned to the section involving child abuse and neglect. We are looking for someone with substantial experience and success performing investigative field work, as well as an aptitude to coordinate, collaborate, and strategize with attorneys in a fast-paced legal environment. The major duties include, but are not limited to:
  • Identifying, locating, and preserving digital and physical evidence; Using photography and digital sound recording equipment.
  • Interacting with difficult and challenging individuals.
  • Preparing written reports on activities for section attorneys.
  • Completing other Section related duties and special projects as assigned.
  • Working closely with the Oregon Department of Human Services (ODHS) caseworkers and other staff as our client agency.
  • Identifying, locating, and interviewing witnesses.
  • Conducting open-source internet research using database systems and reviewing documents and information to locate individuals, conduct background checks, and gather evidence.
  • Conducting field investigations (including, but not limited to, static and mobile surveillance, interviews, and service) under the direction of section attorneys.
  • Preparing for, testifying at, and being subject to cross examination in juvenile court hearings.
  • Effecting service of process of legal documents upon difficult to locate subjects.
REQUIRED EXPERIENCE AND SPECIAL REQUIREMENTS
Investigator 3
  • Four years of recent (within last ten years) full-time investigative experience which included conducting fact finding; collecting and preserving evidence according to the rules of evidence; examining records; locating and interviewing witnesses to verify or disprove claims of suspected law violations; and writing investigation reports sufficient for use at administrative hearings or in court. Examples of qualifying investigation experience are in areas such as law enforcement investigation, insurance investigation, investigative trial support, or financial fraud investigation. College-level courses in Law Enforcement, Criminal Justice, Law, Accounting, or Auditing may be substituted on a year-for-year basis for up to one year of the required experience.
Investigator 2 (Underfill)
  • Two years of recent (within the last five years) investigative experience which included gathering facts, collecting evidence, examining records, and conducting interviews to verify or disprove claims of suspected law violations. College-level courses in law enforcement, criminal justice, law, accounting, auditing, or a closely-related field may be substituted on a year-for-year basis for up to one year of the required experience.
DESIRED AND REQUESTED SKILLS AND ATTRIBUTES

  • Experience and knowledge in applying statutes, rules, and procedures.
  • Demonstrated skill in critical thinking.
  • Demonstrated ability to work independently and prioritize own work.
  • Excellent organizational skills and attention to detail.
  • Experience in the collection, organization, and analysis of large volumes of information from multiple sources.
  • Experience testifying in a courtroom setting.
  • Experience in conducting field investigations and surveillance.
  • Ability to apply de-escalation techniques when dealing with difficult and challenging individuals.
  • LEDS certification.
  • Experience using investigation tools, the internet, and computer software to prepare reports and exhibits.
  • Excellent communication skills and experience interviewing witnesses in a community setting from various social and economic backgrounds.
