Job Description

Duties

As an Equal Employment Specialist, you will:

  • Identify and eliminate or reduce a range of civil rights and management concerns to facilitate meaningful and sustainable access to BPA programs and activities; and provide systematic and agency-wide tools, resources, advice, and counsel to BPA managers and employees engaged in program delivery, information, and language assistance services to minority, low-income, socially disadvantaged, Limited English Proficiency (LEP), and underserved individuals and communities.
  • Work to assist field offices and managers throughout BPA by providing guidance and oversight, and reporting the outcomes of conducted and assisted programs' compliance reviews.
  • Review all proposed changes to policies, including directives; actions, i.e., reorganizations, office closures, and more; or decisions for potential violations of Civil Rights statues, Federal regulations, or BPA policy on non-discrimination.
  • As EEO Counselor, receive complaints and refer to the appropriate supervisor, manager, or civilian personnel office those complaints which are not discriminatory in nature but are of a personnel management nature.
  • Preclude the issuance of policies, actions, or decisions that contain eligibility criteria, methods of administration, or other BPA imposed requirements that may adversely and disproportionately impact employees or program beneficiaries because of their race, color, national origin, age, disability, etc.
  • Ensure compliance with the Department of Energy (DOE) Equal Opportunity Public Notification requirements.
  • Provide BPA-wide advice, training, and technical assistance to BPA programs that administer Federal Financial Assistance to ensure equitable delivery and compliance with civil rights nondiscrimination laws and policies.

  • May be required to successfully complete a probationary period.
  • Must be able to obtain and maintain mediation annual certification requirements within 6 months of entrance on duty.

  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized Experience is defined as: Experience in (1) advising on the informal and formal Equal Employment Opportunity (EEO) or Civil Rights Program complaint processes; AND 2) performing a full range of complaint processing services (i.e., intake, counseling, analysis, reviewing reports of investigation, interviews) and developing written complaint reports in accordance with prescribed guidelines; AND (3) providing Alternative Dispute Resolution (ADR) services for workplace and program disputes.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

How You Will Be Evaluated
