University Title IX Director (Title IX Coordinator title per law) Job ID 27009 Location Central Office Full/Part Time Full-Time Regular/Temporary Regular Add to My Favorite Jobs **POSITION DETAILS** The Office of the General Counsel ("OGC") at The City University of New York ("CUNY" or "University") is the system-wide resource for legal advice and representation. The OGC assists CUNY's decision makers in advancing the University's educational mission by providing expert, relevant and timely legal advice, guidance, and advocacy. The OGC provides legal assistance and advice to the Board of Trustees, the University's central administration and its 25 constituent colleges, and its services touch all operational areas of the University and its campuses. CUNY seeks a University Title IX Director to serve as the designated Title IX Coordinator for the central office and provide university-wide guidance to CUNY's 25 constituent schools and colleges in the response to, prevention of, and resolution of complaints of discriminatory harassment from students, staff and faculty, and compliance with federal, state, and local legislations, Clery Act, and CUNY's Policy on Sexual Misconduct. To foster a safe, respectful, supportive and inclusive learning and working environment, the University Title IX Director is responsible for the impartial and thorough oversight, guidance, administration, implementation and coordination of strategic efforts, outreach, training, policies and procedures against sexual harassment, sexual violence and related misconduct and discrimination. Reporting to the Senior Vice Chancellor for Legal Affairs and General Counsel, and the Assistant Vice Chancellor and Deputy General Counsel, the successful candidate will: guide, consult and be a resource for regular and interim campus Title IX Coordinators and college units on policy interpretation, investigations, and government reporting; promote initiatives that highlight sexual misconduct awareness on CUNY campuses; deliver training and develop educational programs that inform members of the CUNY community about Title IX rights and responsibilities, institutional policies and pertinent federal and state standards and reports; analyze and revise relevant policies and procedures in response to law changes; and implement best practices that ensure reports of sexual misconduct receive confidential, compliant, uniform and appropriate responsive handling, actions and communications, including when concerns about misconduct and unprofessional behavior does not violate policy but negatively impacts campus climate. The University Title IX Director may serve as the lead investigator of reports of sexual misconduct in the event of a conflict of interest at the constituent colleges and Central Office; provide testimony before governmental bodies or public comments on behalf of the University on federal and state laws and regulations impacting the Title IX regulatory scheme; and maintain a presence in the New York sexual misconduct advocacy community by participating on external committees and projects. In addition to the job summary above, other essential duties include, but will not be limited to the following:


  • Juris Doctorate degree from an ABA-accredited law school and eight (8) years' experience practicing law in a directly related practice area.
  • Manage regular and Train-the-Trainer curriculum content of the online sexual and interpersonal violence prevention and response training program, SPARC, for students, faculty, staff and designated chaperones; create revised curriculum for and provide support to students and staff who may be triggered by the sexual misconduct training;
  • Knowledge of employment and educational regulatory requirements, guidelines, and procedures for the administration of federal and state laws on civil rights particularly Title IX and Clery Act with ability to interpret, consult and advise on the application of these laws and regulations.
  • Detail-oriented and accurate with objective critical thinking skills and strong analytical and evaluative skills.
  • Conduct proactive, unbiased, comprehensive and timely investigations into Title IX allegations, including gender-based violence and harassment and ensure remediation of complaints;
  • Formal Title IX Coordinator or investigator training with extensive experience investigating, mediating and resolving complaints alleging sexual violence or sexual misconduct, harassment, retaliation or equal opportunity discrimination involving faculty, staff, students or the public. **CUNY TITLE OVERVIEW** Serves as the university's designated Title IX Coordinator responsible for the investigation of complaints, plus oversight and compliance laws, rules, policies, procedures and communications against discrimination, harassment and sexual misconduct concerning students, faculty and staff, and drives education and training to maintain an inclusive, respectful and supportive university culture and climate. General Duties • Leads, receives, conducts and oversees impartial, thorough and timely investigations into allegations regarding Title IX and other civil rights concerns or complaints • Provides university-wide guidance and investigation response to, prevention and resolution of complaints • Provides legal consultation to university and campus based Title IX administrators and Deputy Title IX Coordinators • Ensures university compliance with federal, state and institutional Title IX obligations; prepares comprehensive written reports related to investigations • Oversees, facilitates and conducts education, training, outreach and tracking on Title IX policies and investigations and complaint handling processes, reports and best practices for administrative, academic and professional staff members involved with Title IX accountabilities • Monitors outcomes and effectiveness, identifies and addresses patterns and trends, and evaluates the impact on organizational climate • May testify at grievance, arbitration or other adjudicatory proceedings stemming from workplace or student conduct investigations • Performs other related duties as assigned. **CUNY TITLE** Higher Education Officer **FLSA** Exempt **COMPENSATION AND BENEFITS** Salary range is $141,858 - $154,000 commensurate with qualifications, experience and education.   • Manage the University's internal Title IX investigations and support external investigators as necessary; assist in identifying appropriate external resources and support for complainants; manage corrective action based on external agency requirements;
  • Strong interpersonal communication, presentation, mediation, dispute resolution, consensus building and negotiation skills with a collaborative style to work effectively with diverse internal and external constituents.
  • Chair, lead or facilitate various Title IX compliance meetings, task forces, working groups and panels; create data and status reports for senior management;
  • Manage the sexual assault campus climate survey;
  • Partner with college units to develop policies, initiatives and opportunities to increase awareness and improve services for campus groups (LGBTQI+, foster care students, international students, and CCSD). NOTE: Until further notice, this is a hybrid position, eligible to work remotely in part and work on-site in the office. **QUALIFICATIONS** **MINIMUM**
  • Current New York State Bar membership in good standing, or admission in another jurisdiction with eligibility for admission to the NYS bar through reciprocity or passing of the NYS bar exam within one year of hire date.
  • Oversee compliance with Title IX, Enough is Enough, New York State Model Sexual Harassment Policy, and CUNY Policy on Sexual Misconduct; and
  • Identify and facilitate appropriate education and training for hearing officers, investigators, student affairs professionals and others who have a role in the Title IX process;
  • Schedule the Adjudication and Appeal Committee hearings and meetings at appropriate locations on a case-by-case basis;
  • Computer proficiency using administrative systems, databases, and programs, plus virtual collaboration and meeting/conferencing tools (Office 365, MS Teams, Zoom, WebEx). **PREFERRED**
