Background

UN Women programs in the United Republic of Tanzania (URT) contribute to the country’s National Development Vision 2025, the 5-Year Development Plan III, the Zanzibar Development Plan, the Sustainable Development Goals, and is aligned to the United Nations Sustainable Development Cooperation Framework (UNSDCF), as well as UN Women’s Global Strategic Plan. UN Women in Tanzania supports the fulfilment of international, regional, and national commitments on the protection of women’s human rights, mainly the Convention on the Elimination of All Forms of Discrimination, the Maputo Protocol of Women’s Rights, the Beijing Platform of Action, the Generation Equality Forum Commitments, UN Security Council Resolutions among others.

In line with national priorities and through its Strategic Note 2023-2027, the Country Office aims to achieve the following results: (i) Increased women’s leadership and participation in governance and in all decision-making processes; (ii) strengthened the economic empowerment of women for income security, decent work, and economic autonomy; and (iii) Increased protection of women and girls against gender-based violence & access to services. As part of its mandate and under the leadership of the Resident Coordinator, UN Women plays a leading role in efforts to coordinate UN inter-agency gender equality work and engaging in multi-stakeholder dialogues and joint initiatives through the UNSDCF Outcome Groups, and other structures and mechanisms within the UN system in Tanzania.

In this regards, UN Women is seeking the services of an International Consultant to develop the Resource Mobilization Strategy for its Strategic Note 2023 – 2027.




Duties and Responsibilities


Duties and Responsibilities

Under the overall guidance and direct supervision of the Country Representative and in close consultation with the Senior Management Team (SMT), the consultant will undertake the following:

Specific tasks:

  • Hold consultation with previous, current, and potential donors to assess their interest in supporting GEWE initiatives in Tanzania and understand their engagement with UN Women on gender equality issues in the country.
  • Review past, existing, and future funding approaches, funding gaps, and funding windows.
  • Links to various tools and resources and best practices
  • Develop a draft Resource Mobilization Strategy for the Tanzania Strategic Country Note for 2023- 2027, not more than 25 pages, highlighting some of the key information emerging from consultations with key UN Women personnel in the Country Office, including:
    • Contextual analysis and financing environment
    • Vision and Goal Statements
    • Recommended approaches and strategies to achieve targeted goals.
    • Results Framework, Risk Management, and Monitoring and Evaluation
    • Internal capacities, roles, and responsibilities
    • Links to various tools and resources and best practices
  • From the consultations, prepare a mapping of donors’ (public and private) strategic areas of interest, funding window, focal points and explore opportunities for partnerships from emerging donors working in country.
  • Results Framework, Risk Management, and Monitoring and Evaluation
  • Recommended approaches and strategies to achieve targeted goals.
  • Contextual analysis and financing environment
  • Undertake a desk review of the current Tanzania Strategic Note, the Biannual Workplan; Tanzania UNSDCF, relevant project documents and knowledge management products, UN Women Corporate Resource Mobilization Strategy, other relevant documents, and funding models to better understand the programmatic needs of the Country Office and help position the Country Office for reaching realistic resource mobilisation targets.
  • On the first week of the assignment, outline the proposed methodology for delivering the key tasks.
  • Vision and Goal Statements
  • Prepare a power point presentation and present initial findings and recommendations to the Senior Management Team of the Country Office for inputs.
  • Internal capacities, roles, and responsibilities
  • Hold virtual consultations/interviews with Country Office Leadership including Senior Management Team, ESARO leadership including regional Resource Mobilization Focal Point and relevant HQ team to understand the vision, mission and focus areas of UN Women Tanzania.

Deliverables:

  • The draft strategy will be made available to UN Women Tanzania Senior Management Team for review at least 25 days of the consultancy.
  • A draft strategy (not more than 25 pages) providing a comprehensive contextual analysis of the financing environment for GEWE in Tanzania, based on the information emerging from virtual consultations and desk reviews, recommended strategies and approaches for the CO to reach its SN Funding Targets; Results and Risks Matrix, M&E Framework, Institutional Capacities and Tools and Resources to implement the Strategy and including entry points, and specific recommendations to CO. The Strategy should be in line with the corporate Resource Mobilization adapted to the country context.
  • Final Approved Resource Mobilization Strategy considers inputs from SMT and is aligned to HQ Resource Mobilization Strategy.
  • Present the draft Strategy to Senior Management Team (SMT) for their inputs in a virtual meeting.
  • A methodology, work plan and draft outline of the strategy will be agreed between the consultant and the Country Representative within the first 7 days of this assignment.

Fees and terms of payments:

  • Second and final payment will be made upon UN Women receiving from the consultant:
    • The development of a final Resource Mobilization Strategy document considering the recommendations and inputs from the SMT virtual meeting.
  • The development of a final Resource Mobilization Strategy document considering the recommendations and inputs from the SMT virtual meeting.
  • First payment will be made after receipt of acceptable draft strategy within 25 days of the consultancy.

Education:

  • Advanced Degree in the field of Gender Studies, Political Science, International Relations, Business Administration, Economics, or any closely related field with proven track record in resource mobilization, developing strategic documents, project design and business development.


Experience:

  • Familiarity with UN Women corporate resource mobilization strategy and tools for enhancing donor relations and visibility.
  • At least 5 years of experience working with UN on advancement of gender equality and women’s empowerment, preferably in design of programme, monitoring and evaluation and resource mobilization.
  • Strong background on enhancing quality donor reporting capacity including training.
  • Understanding of the current financing for gender equality context.
  • Strong writing, editing, and reporting skills in the field of gender equality and women’s rights, including ability to apply technical knowledge and analytical skills to complex assignments.
  • Experience of UN Women operations and development of strategic documents towards differentiated fundraising strategies towards gender equality.


Language Requirements:

  • Fluency in English is required.
