Job Description
Summary About the Position: This position is located at Ft. Rucker, Alabama, home of the United States Army Aviation Center of Excellence. Fort Rucker is located in the "Wiregrass" area in Southeast Alabama, surrounded by Enterprise, Ozark and Daleville. The geography and climate are ideal for year round military training. Recreation activities are abundant in the immediate and surrounding areas for family and fun. Responsibilities Serve as a United States Army Warrant Officer Career College (USAWOCC) Quality Assurance Evaluator for education and training evaluation and accreditation. Apply principles, techniques, and practices of the Analysis, Design, Development, Implementation and Evaluation (ADDIE) of instructional system design to provide support to the Directorate's education and training mission. Ensure Quality Controls are in place to ensure the effectiveness of educational efforts and programs, training, training development and training development interface with doctrine and combat development. Use professional knowledge of Army learning policies and systems and evaluation concepts to evaluate development of training strategies, training courses, materials and products. Assist the Quality Assurance (QA) Director with ensuring proponent accreditation efforts and self-assessments are in accordance with Headquarters, U.S. Army Training and Doctrine Command (TRADOC) provided accreditation and guidelines. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. This position has a Basic Education Requirement that must be met. Basic Education Requirement: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:(1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.(2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, to the improvement of instructional effectiveness.(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.(4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.(5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Administering, advising on, designing, developing, or providing educational or training services in an adult education or training program; 2) Monitoring Quality controls to ensure compliance with instructional guidelines and accreditation standards; AND 3) Evaluating development of training strategies, training courses, materials, and products. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in Education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
