Job Description

Duties

The U.S. Department of Labor (DOL) promotes the welfare of the wage earners, job seekers, and retirees of the United States. The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables DOL to perform its mission. The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership in advancing DOL's mission.

The Directorate of Business Applications Services manages all business-focused projects and identifies ways to improve existing business-focused systems. The Division of Benefits and Payments enables agencies to provide financial assistance or other benefits to taxpayers or entities in need. The Benefits and Payments Branch evaluates, provides acquisition, develops and helps implement and integrate financial benefits applications and services hosted and delivered both internally and externally. This position serves as an agency expert in isolating key business and technological issues, reviewing possible solutions, and presenting those recommendations to agency IT leaders and stakeholders. The incumbent will work with Program IT offices to identify core requirements, budget and timelines, project resources and expectations.

  • Works in concert with division management during the recruiting process for high-level technicians. Reviews contractor proposals that involve testing and technical acceptance of proposed solutions, and IT services.
  • Conducts focus groups with agency user base to define business needs. Identifies opportunities to improve business services for the agency. Participates in agency user groups to identify strategies and solution requirements. Helps the agency to define business requirements using Use Cases or other methods.
  • Engages with agency customer base (Program IT leaders, team members and users) on a routine basis. Interacts with agency leadership to understand their strategies, needs, and requirements for better business solutions and opportunities. Attends agency meetings to understand business challenges and opportunities for business solution support. Ensures agency understanding of potential capabilities available to them. Provides technical guidance and direction for the agency in defining solutions.
  • Keeps abreast of the latest IT innovations, guidelines, standards and solution alternatives to common business issues. Researches the industry and market for emerging technologies. Presents to agency IT leaders and customers on emerging technologies and solutions. Communicates planned technology changes to key stakeholders including agency leadership, line programs, and the Department. Makes presentations to management on the feasibility and viability of various technical alternatives, technical breakthroughs, and short and long-range technical strategies for the agency.
  • Meets with other Program IT officials, Department representatives, contractors and vendors to address technical alternatives for policy and business requirements on initiatives developed by the Programs where capabilities may not exist within the agency. Provides guidance to management, staff, contractors, vendors and customers on needs of the agency. Manages projects for the design, development, and implementation of revised, enhanced, and new capabilities. Leverages industry best practices for processes and procedures in developing solutions for the agency. Influences the adoption and use of a System Development Lifecycle (SDLC) and other methodologies which the organization requires based on standard practices and processes within the agency.
  • Performs other duties as assigned.

If applicable, applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of the announcement closing date.

Qualifications

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service to qualify for GS-14.

Specialized Experience to qualify for GS-14 specialized experience must be demonstrated by at least one of the following:

1. Isolating key business and technological issues, reviewing possible solutions, and presenting those recommendations to agency IT leaders and stakeholders.
2. Developing architecture solution for IT systems and assess impacts to the organization's technology road map.
