Purpose: The Snohomish County Human Services Department has begun the critical work of transforming into a trauma-informed department. We have prioritized this transformation as a framework for racial equity and well-being -- both of which are critical to ensuring that the work we do uplifts everyone in our department and our community, including those who have experienced trauma in all forms, and those who have been kept from opportunity. To help lead this work, Human Services is hiring a qualified individual to lead our Diversity, Equity, Inclusion and Belonging (DEIB) and Trauma Informed Systems (TIS) initiatives across the department. The position is within the Planning and Evaluation Division, which provides strategic planning to the Department informed by our community outreach and engagement. This Division also oversees other special projects including refugee resettlement and emergency planning. About you: You have a passion for advancing DEIB and Trauma-Informed practices and principles, a desire to develop strategic approaches to ensure Human Services is more accessible, equitable and inclusive internally; externally, you are comfortable with healthy conflict, have an ability to bridge diverse ideas, and you have strong communication skills. You understand what it takes to change systems and culture within an organization. Position Purpose: Work with Senior Leadership and the DEIB and Trauma Informed Leadership Teams (TILT) to: Influence Human Services programming to be more effective in reaching communities furthest from opportunity Provide leadership in the development, delivery, and evaluation of DEIB and TILT initiatives, including the development of key metrics Ensure there are ongoing staff development opportunities around TIS and DEIB Ensure that initiatives are aligned with the mission and values of the department Ensure that initiatives are sustainable and have a long-term impact Coordinate plans across multiple Human Services Divisions to ensure synergy Human Services mission is to help all persons meet their basic needs and develop their potential by providing timely, effective human services and building community. BASIC FUNCTION To act as a program lead on assigned planning functions. This position performs analytical, evaluative, coordinative and/or conceptual staff work in the planning, development and/or administration of human services programs. Provide project and program management and technical expertise in various specialized current and long-range human services planning fields. Job Duties STATEMENT OF ESSENTIAL JOB DUTIES Provides and evaluates strategic planning and technical assistance to agencies, groups and individuals both inside and outside the department; provides strategies to improve delivery of services to clients. Develops questionnaires and code sheets suitable for program evaluation; analytically evaluates programs, participates in demographic forecasting and tracking various Human Services program areas. Assists in or develops the design of methodologically sound evaluative studies. Organizes and presents policy recommendations and plan proposals to policy makers at all governmental levels and the general public; provides editing and quality control for the work drafted by Human Services Planners. Represents Snohomish County Human Services in the negotiation of major planning programs with other agencies and jurisdictions as it relates to Emergency Preparedness and Community Resiliency. Researches, reviews, writes and maintains emergency plans and standard operation procedures for department operations during emergency or disaster events. Participates in local, state, and regional emergency preparedness exercises to enhance capabilities within the department operations. Facilitates presentations on emergency preparedness and community resiliency for the department and other applicable community partners. Assists with training the department's workforce to be prepared for emergency or disaster events in conjunction with the Department of Emergency Management. STATEMENT OF OTHER JOB DUTIES May assist with grant writing and preparation of data related to grants. Performs related duties as required. Minimum Qualifications A bachelor's degree in planning, one of the social sciences or other field directly related to human services program planning; PLUS, four (4) years progressively responsible planning work in human services program planning; OR, any equivalent combination of training and/or experience that provides the required knowledge and abilities. Must pass job related tests. PREFERRED QUALIFICATIONS A master's degree is preferred. Emergency management systems and processes is preferred Grant writing and budget development preferred. SPECIAL REQUIREMENTS A valid Washington State Driver's License is required.
