BASIC PURPOSE
Reporting to the Assistant City Manager, the Human Services Coordinator will perform a variety of professional, analytical, technical and administrative duties in support of the City’s human services programs. The position will perform duties which include, but are not limited to, implementation and management of the City’s human service programs (e.g., the Community Development Block Grant program); coordinating, developing and implementing human services program policies and/or procedures; managing and monitoring social service contracts (including Lacey Veterans Services Hub); researching and analyzing community human service program needs; and collaborating with other City Departments (e.g. Community & Economic Development Department), regional partners, and other stakeholders relating to issues surrounding human services.
Essential Duties And Responsibilities
These duties include but are not limited to the following:

Performs a variety of professional, analytical, technical and administrative duties to develop, coordinate, implement and administer the City of Lacey's human services program. Coordinates the implementation of the City’s human services with city departments, regional committees, and the community at large.

Oversees the administration of the Community Development Block Grant (CDBG), and related U.S. Department of Housing and Urban Development programs. Manages CDBG-funded projects from proposal through contracting, implementation, and completion. Serves as a technical advisor to sub-grantees, coordinates work with other City Department staff, acts as liaison to other agencies, and provides information and assistance to the public.

Solicits for and evaluates CDBG project proposals and making funding recommendations, contracting with nonprofits, capital project coordination and implementation, and ensuring project compliance with federal regulations. Provides technical assistance to potential applicants who are interested in applying for CDBG funds for community projects. Partners with other City departments to perform environment reviews and capital project implementation.

Leads the development of CDBG related planning documents, consistent and in coordination with the City’s Comprehensive Plan and housing element.

Represents the City in human service planning groups, Consortium-wide CDBG planning processes and other regional groups.

Provides technical/project management assistance to actual and prospective Community Development Block Grant (CDBG) applicants.

Prepares, reviews, negotiates, monitors, develops and evaluates general contracts for human services as well as other City social service programs.
+
Coordinates the development and implementation of human services program policies and procedures, work processes, systems, plans, and internal controls to achieve program objectives and performance measures.
Assures the implementation and management of programs compliant with applicable regulatory requirements, including state and federal laws, rules, guidelines, and audit and reporting requirements, comprehensive planning actions and City Council directives.

Develops rating tools and evaluation forms for City human services funding. Conducts technical and financial review of all applications.

Manages contracting processes related to social service planning, including requests for proposals, request for qualifications, reviewing and analyzing proposals, bid specifications, including contract development and management.

Monitor and annually audit program contracts and provide project evaluation, including fiscal monitoring to ensure compliance with contract requirements and verify service reports.
+
Identify areas of concern and provide assistance to agencies to improve in areas of both performance measurement and service delivery. Contact agencies to address performance issues in meeting contractual obligations and subsequent funding issues. Develop, recommend and approve changes to contracted performance measurements.

Conducts workshops for service providers (as needed) to review the City's policies, contract compliance, reporting requirements, and performance measurements. Provides technical assistance and training to funded partners to enhance agencies' ability to meet contract goals.

Coordinates with representatives from other human services funding agencies in developing and implementing performance measurements for tracking program outcomes and best practices.

Performs outreach with public and private agencies to coordinate local efforts in order to best serve vulnerable community members, and recommends strategies to improve the local human services delivery system.

Provides a variety of general information to the public on human services. Facilitates and receives public input on human service grant programs and responds to questions, provide referrals and resolves complaints as needed.

Prepares reports and presentations, both oral and written, for the Assistant City Manager, City Council and external stakeholders as required.
Maintains correspondence, program files, records, data, and statistical and financial information in accordance with state retention laws.
Represents the City in relations with the community, local, state and federal agencies and professional organizations.
Other Duties Assigned
  • Attends various meetings and represents the department on various committees. May conduct and/or facilitate meetings.
  • Participates in special projects and performs other related duties as assigned.
Qualifications
REQUIRED QUALIFICATIONS:
A Bachelor’s degree in Social Work, Human Services, Business Administration, or Public Administration AND three (3) years of experience in contract management or human services programs.
OR
An Associate’s degree with significant course work in Social Work, Human Services, Business Administration, or Public Administration AND five (5) years of experience in contract management or human services programs.
OR
Seven (7) years of experience in contract management, social work, or human services programs.
  • May have a combination of experience, education, and training that would substitute for the above requirements.
Special Requirements Or License(s)
  • Must possess a valid Washington State driver’s license at time of hire OR must obtain within 30 days from date of hire, and must have a driving record acceptable to the City and the City’s insurance carrier
  • Must maintain a level of physical and mental fitness necessary to perform the essential functions of the position, with or without a reasonable accommodation.
  • OR must be able to provide own transportation to and from job, meetings, and related job sites.
  • Must be attentive to job safety considerations and follows all required safety policies, procedures and techniques.
  • Verification of identity and United States work authorization must be complete a required by the Immigration Reform and Control Act.
