Job Description
Summary About the Position: This Supervisory Range Support Specialist is located at U.S. Army White Sands Missile Range, White Sands Test Center, Commanding General with duty location of White Sands Missile Range, Dona Ana County, New Mexico. Responsibilities Conduct inspection of staff and test directorates IAW ATEC and Mangers Internal Controls checklists for military and civilian personnel. Serve as senior manager, performs the full range of administrative and technical supervisory duties. Ensure program objectives, planning, and execution including consideration and coordination with similar programs. Oversee the overall planning, direction, and timely execution of WSMR HR programs. Serve as HR Officer and senior advisor to HR staff, program managers, senior leaders, and ATEC Headquarters (HQ). Establish civilian and military HR program goals and objectives; develops resource estimates; and determines resource allocations for the G-1 Directorate. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized experience involves: 1) Experience supervising and managing civilian human resource operations; 2) Experience providing oversight for civilian personnel programs in the areas of recruitment and placement, classification and/or other HR program areas; 3) Experience determining effective use of resources, plans, and procedures to improve a civilian human resources program; and 4) Experience recommending solutions to problems that have significant impact on civilian human resources program/personnel operations. This definition of specialized experience is typical of work performed at the next lower level/grade position in the federal service (NH-03/ GS-13). The U.S. Army Test and Evaluation Command (ATEC) uis participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). The band NH-04 is equal to the GS-14 Step 01 through GS-15 step 10. Therefore, the salary for this position will be set no higher than $168,867.00 (with locality).
