Job Description
As the Human Resources Generalist, your role will be responsible for providing HR support and leadership for all components of HR including, but not limited to, performance management, workforce planning (recruitment, retention, and development), training, compensation, HR strategies, labor relations and employee relations strategies, and other HR functional disciplines for the Global Support Services (GSS) business under the direction of IAP GSS HR Director.


Additionally, you will be required to leverage working knowledge of innovative recruiting techniques to evaluate, network and identify top talent for active programs, proposal support and strategic pursuits actively and creatively. This position will work closely with the hiring and proposal managers to help determine requirements, challenges and best approach to ensure business success.


Essential Job Functions


  • Create job requisitions in Applicant Tracking System (ATS), review and screen resumes, disposition candidates throughout the hiring process, schedule, interview and maintain accurate ATS records
  • Source and recruit qualified candidates using a variety of methods to fill positions; online databases, directories, cold calling, utilization of job boards and internal ATS to build and maintain a strong pipeline of candidates
  • Advise employees and management on the application and administration of company policies
  • Responsible for implementation of international assignment agreements, hiring of local and other country nationals outside the United States.
  • Assist with employee communications and company activities
  • Check references, arrange transportation of selected applicants, extend formal job offers, including working with outside agencies and vendors, etc.
  • Evaluate employment factors such as job experience, education and training, skills, knowledge and abilities, physical and personal qualifications, and other data pertinent to classification, selection, and referral
  • Manage the onboarding process for new hires including but not limited to; extend offer letters, background and drug screenings, in-process through electronic onboarding system
  • The position will provide the highest level of customer service in addition to building and managing relationships with customers, managers, employees and candidates on a continual basis
  • Assist in administering LOA, FMLA, workers compensation, STD/LTD process
  • Prepare and ensure timely submittal and processing of employee data, changes or new requirements via the HRIS System
  • Assist managers by conducting needs analysis, review and write position descriptions, outline job requirements and provide market data when necessary
  • Ability to gain the trust and respect of management and employees while pursuing positive organizational goals and objectives
  • Support contract awards and program transitions both CONUS and OCONUS projects
  • Perform exit interview with terminating employees
  • Work in concert with Capture and Proposal Managers to source, helping to identify, recruit and hire personnel (according to the RFP/SOW) for all contract bids
  • Assists with the development and implementation of human resource programs for all foreign entities with a concentration on host-country labor law and legal issues.
  • Attend Kick-Off meetings for upcoming proposals
  • Ensure compliance with all State and federal regulations
  • Facilitate termination requests and corrective action issues, as needed
  • Assist HR Director, Ethics and Legal Departments with employee investigations involving harassment, EEOC, and similar types of claims ensuring legal compliance


Education & Experience


  • Experience working with U.S. Federal Government Contracting
  • Experienced in technical recruiting and resourcing
  • Minimum of 3 years’ experience in full lifecycle recruiting, preferred DOD and or other government agency experience.
  • Experience working in classified programs both CONUS/OCONUS
  • Bachelor’s Degree in Human Resources, Marketing or related discipline (preferred) with 5 years’ experience in a Generalist role
  • Experience supporting proposal and capture management initiatives


Licenses & Certifications


  • PHR or SPHR preferred


Knowledge & Skills


  • Effective time management skills are required
  • Must demonstrate excellent oral and written communication skills while interfacing with various levels of IAP personnel, government agencies and the general public
  • Knowledge of industry recruiting practices, techniques, and standards
  • Familiar with SCA and Unions
  • Ability to multi-task in a fast-paced environment on a tactical level
  • Thorough comprehension of internet job boards and Applicant Tracking Systems
  • Must be a self-starter who is capable of defining and analyzing issues and developing solutions related to employees, processes, systems and organizations
  • General application of concepts, and principles
  • Proven ability to work effectively in a team environment
  • Proven attention to detail
